Born on 24 May 1972, in Semipalatinsk, Kazakhstan SSR.
In 1993 he graduated from the Alma-Ata Higher Frontier Command School named after F.E. Dzerzhinsky. In 2000 – Kaliningrad State University with a degree in “Jurisprudence”. In 2004 – the North-West Academy of Public Administration with a degree in “State and Municipal Management”. In 2023 – Ivanovo State Power Engineering University named after V.I. Lenin with a degree in “Electric power industry and electrical engineering”.
From 1989 to 1999, he served in the Armed Forces of the Russian Federation.
From 1999 to 2005, he worked as General Director of “Tekhpromresurs” LLC (construction of power facilities, operation of power grid facilities).
From 2005 to 2006, he served as Chairman of the Management Board (General Director) of “European Industrial Group” LLC.
From 2006 to 2010 – Director of OJSC “Regional Energy Company”.
In 2009, he was elected to the district council of deputies of the city of Kaliningrad from constituency No. 1 (part of the Moscow district and the Pribrezhniy settlement).
From 2010 to 2011 – Deputy Head of the North-West Directorate of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) for the Kaliningrad region.
2011-2012 – Acting General Director of “Plant ZHBI-1st” LLC. From 2011 – Chairman of the Board of Directors of “European Industrial Group” LLC (electric power industry, production of building materials, industrial and civil construction).
In July 2012, by the decision of the annual general meeting of shareholders of JSC IDGC Holding, he was elected to the Board of Directors of OJSC “Yantarenergo”. In August of the same year, by the decision of the Board of Directors of OJSC “Yantarenergo”, he was appointed Acting General Director of OJSC “Yantarenergo”.
2012-2018, he was General Director of JSC “Yantarenergo” (until 06.08.2015 it was OJSC “Yantarenergo”).
2013-2020 – Chairman of the Board of Directors of JSC “Yantarenergoservice”.
2013-2021 – Chairman of the Board of Directors of JSC “Kaliningrad Generating Company” and the Board of Directors of JSC “Yantarenergosbyt”.
In September 2018, by the decision of the Board of Directors of Rosseti Centre, PJSC, he was elected General Director of Rosseti Centre, PJSC.
2018-2021 – Chairman of the Board of Directors of JSC “Yantarenergo”.
Since 19 September 2018 – Chairman of the Board of Directors of JSC “Yantarenergo”.
In 2019, he was elected a member of the Board of Directors of Rosseti Centre, PJSC, Rosseti Centre and Volga region PJSC.
In 2022 – Chairman of the Board of Directors of Infrastructure Investments-3 LLC.
In 2023 – Member of the Supervisory Board of Association for Development of Electricity Storage System Technologies.
