At the forefront: power engineers of Rosseti Centre promptly eliminated the effects of the disaster in the electric grid complex of the Tver region

6 November 2019

Last week became a real test of strength for specialists of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region. Power engineers had to continuously reflect twice the unprecedented in their power and rigidity natural disasters in the Tver region, which followed each other with an interval of only two days. Working around the clock for several days, despite the strong wind, snow and rain, the energy company’s crews were able to return the light to Tver residents’ houses as soon as possible for such situations. All these days, Igor Makovskiy, General Director of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region, was at the forefront of the fight against the bad weather.

The first-time bad weather hit the Tver region on the night of 28 October. The most powerful hurricane, which exceeded the rate of 25 m/s in strength, crossed and torn wires, uprooted and felled large trees on the power lines, under the weight of which the poles could not withstand. Tens of thousands of residents of the region were without light.

The power engineers reacted to the situation immediately. The day before, on 27 October, a high-availability mode was introduced at the branch “Rosseti Centre Tverenergo”, and immediately after the weather conditions worsened, a special operating mode was set, which implies the complete mobilization of forces and means. The restoration work was coordinated by the Operational Headquarters, which worked closely with the leadership of the region. 125 crews of Tverenergo took part in eliminating the consequences of the “first wave” of the bad weather, more than 90 crews of Rosseti’s subsidiaries, consisting of more than 600 people, were additionally deployed to strengthen them to speed up the energy resupply. By the end of the day, on 29 October, they were able to provide generally stable electricity supply for the region through the main grid.

However, on the night of 30 October, the region was covered by a new atmospheric front in the form of wet snow and a squally gusty wind. The situation was complicated by the transition of the temperature from plus to minus values, which provoked snow sticking to wires and their massive breaks. Several districts of the region were under a new blow. The situation was approaching critical.

Taking into account all its complexity, according to the decision of Director General of PJSC Rosseti Pavel Livinskiy, General Director of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region Igor Makovskiy quickly arrived in the Tver region to personally participate in the management of emergency recovery work. Until their completion, the head of the company worked continuously in the Lesnoy, Sonkovsky, Maksatikhinsky, Vyzhnevolotsky, Spirovsky and other districts of the north-eastern part of the region, where the most difficult situation was. To clarify the operational situation and coordinate actions, he personally met with each of heads of municipalities, visited the places of deployment of more than 70 crews, where he not only supervised the emergency recovery work, but also took a direct part in them.

So, in Maksatikha, the head of the company directed the elimination of massive wire breaks, and in the Spirovsky district, together with the crews, he restored power supply to the 35 kV “Tolmachi - Kozlovo” overhead line. In addition, Igor Makovskiy personally controlled the supply of electricity and the connection of each of the ten feeders at the 35 kV “Kozlovo” substation.

The work continued until late at night. Inspired by the example of the leader, the power engineers of Rosseti Centre, reinforced by crews from other subsidiaries and affiliates of Rosseti’s group, working around the clock, maintained an accelerated pace and, by morning, restored the main grid in all districts of the Tver region. In total, 344 crews consisting of more than 1,300 people, over 400 automobile and specialized vehicles and 79 reserve power supply sources with a total capacity of 6 MW were involved in the elimination of technological violations in the electric grid complex of the region.

“The prompt elimination of technological violations in the Tver region was greatly facilitated by the professionalism, dedication, clear and well-coordinated work of our specialists. Each of them understood how important it was, to return the light to Tver residents’ houses as quickly as possible, each of them made maximum efforts for this. Largely because of this, we were able to take the situation under reliable control as quickly as possible and ensure the accelerated pace of power supply restoration,” stressed Igor Makovskiy, General Director of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region.
