17 December 2018

In the Kaluga region, an on-site meeting of the working group was held under the leadership of Governor of the Kaluga Region Anatoly Artamonov, on ensuring reliable power supply and creating conditions for connection of customers to power grids in the region. The event was attended by Director General of PJSC ROSSETI Pavel Livinskiy and General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region Igor Makovskiy.

As a result of the meeting, the Agreement was signed on cooperation between the Government of the Kaluga Region and IDGC of Centre - the managing organization of IDGC of Centre and Volga Region in the development of the electric grid complex of the Kaluga region. The document was signed by Governor of the Kaluga Region Anatoly Artamonov and General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region Igor Makovskiy.

The Agreement was signed pursuant to the instruction of the Chairman of the Government of the Russian Federation Dmitry Medvedev to ensure sustainable socio-economic growth of territories and determines the conditions for implementation of regulated activities for provision of electricity transmission services. It defines the order of interaction of the parties in the process of innovative development of the electric grid complex based on implementation of measures for its modernization with use of digitalization technologies based on long-term tariff regulation. As a result, the total amount of financing of the investment program of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region in the region within five years will amount to 14.5 billion rubles.

“The main essence of the Agreement is that the reliability of power supply of the Kaluga region will increase in all directions. This also applies to the creation of new capacities, and the modernization of existing ones, and the digitalization of the electric grid complex. We plan in this direction to repeat the advanced experience of the Kaliningrad region, we will be the second in Russia. It is very important for us,” stressed Governor of the Kaluga Region Anatoly Artamonov.

As Director General of PJSC ROSSETI Pavel Livinskiy noted, the domestic electric grid complex is actively moving towards digitalization. “The development strategy of the “digital” power grid complex in Russia is a single comprehensive program that concerns both equipment upgrades and implementation of “smart metering” and enhancing the professional competencies of personnel. All of this is already showing results, and in the short term will give a powerful synergistic effect,” the head of ROSSETI believes.

“The development of the energy system of the region will follow the principle of digital technologies. This is a complete change in the logic of all processes: technological, corporate, business processes. All this is aimed at optimizing costs, improving energy efficiency. And the savings, and this is given special attention in the Agreement, the energy company will also direct to development. We today decided that we are reducing the timeline for the “roadmap” by one year. A specific date was determined, 28 August 2021, when we transfer all elements of the region’s electric grids to a digital mode of operation. In this regard, the Agreement involves an increase in investment by 25% in the five-year period. In absolute terms, this will be discussed as part of the roadmap. Preliminarily, we can say that the additional volume of investments will be about 5 billion rubles,” thinks General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region Igor Makovskiy.

Please, be reminded that IDGC of Centre - the managing organization of IDGC of Centre and Volga Region signed the first agreements on the implementation of a comprehensive program of modernization of the electric grid complex of regions using digital technologies based on long-term tariff regulation a week earlier with the Belgorod region and the Udmurt Republic. Along with the Kaluga region, they will be included in the number of pilot regions, where in the coming years the power company will implement integrated digitalization projects for the power grid complex.
