To date, 21 Distribution Zones are already equipped with modern dispatching facilities. In the current year, another six district dispatch centres (DDС) in Kostromsky, City, Galichsky, Buysky, Neysky and Sharyinsky Distribution Zones will be equipped with automated dispatch control systems (ADCS).
The need for transformation is associated with the widespread digitalization of facilities of the electric grid complex. This system of automated dispatching management will allow building a vertical information exchange between the upper and lower levels of operational and technological management without a “middleman”. This will significantly increase the efficiency of information transfer, it will be possible to respond faster to the development of emergency situations in Distribution Zones. In addition, the modernization of the centres will make dispatchers’ work more efficiently.
In the process of reconstruction, new automated workplaces of dispatchers of operational and technological services with interactive mimic diagrams of electric grids, modern office equipment are installed in the district dispatch centres. The centres are also equipped with the operational information complex on the basis of the “Scada Sistel” system, which allows to effectively manage power facilities of Distribution Zones. Fiber optic communication channels with the Grid Control Centre and digital data transmission channels with all substations of 35-110 kV located in the territory served by the Distribution Zones are set up at the district dispatch centres. Radio communication with repair crews is used.
It should be noted that this work is aimed primarily at the continuous improvement of the management of the electric grid complex and the implementation of the main task of Kostromaenergo: ensuring reliable and uninterrupted power supply to consumers of the Kostroma region.
