IDGC of Centre completed the preparation of the electric grid complex in 11 regions of the Central Federal District to work during the spring high water

19 March 2018

IDGC of Centre has completed preparation to operate through the flood. According to the weather forecasters, its maximum intensity in the regions falling within the company’s service area (11 subjects of the Central Federal District) is projected for the period from 20 March to 25 April. The longest spring flood is expected in the Bryansk and Smolensk regions, the highest level of water rise - in the Tambov and Yaroslavl regions. In general, in the regions where IDGC of Centre is present, flood intensity is projected to be within the average annual values.

To ensure reliable power supply to consumers during this period, the company has implemented a set of measures to ensure trouble-free operation of power equipment, the course of which was controlled by the specially created Central Flood Commission. On-the-spot monitoring was carried out by similar commissions established in all branches of IDGC of Centre.

Specialists of the company compiled a list of energy facilities in the high-risk zone - it was based on the results of observations of the functioning of the power grid infrastructure during the flood periods of the previous three years. The list includes 1,709 overhead power lines (Conductors) of 0.4-110 kV and 243 transformer substations. The largest number of such facilities is in the service area of Belgorodenergo (309 facilities), Bryanskenergo (331), Smolenskenergo (357), Kostromaenergo (239). The management of the company compiled a schedule of inspections of risk zones and appointed those responsible for their conduct. A list of additional measures has been identified to ensure reliable operation of power grid facilities during the spring high water.

On the eve of the flood, for the purpose of obtaining operational information on weather conditions on the ground, IDGC of Centre’s branches have ensured interaction with territorial bodies of the Roshydromet, divisions of the EMERCOM of Russia, branches of FGC UES, road maintenance and construction departments, and local authorities.

Operating crews of Distribution Zones have examined transitions of overhead lines across rivers. Protection of pole bases from ice drift was checked. The availability and working condition of floating crafts, stationary and mobile pumps and special equipment was ensured. The presence and location of the emergency reserve was also checked. Taking into account possible changes in the riverbed during overflowing, the branches have developed measures to ensure delivery of equipment, materials and emergency reserve equipment to the expected flood zones in the sections of overhead lines. Repair crews are provided with schemes of entrances to overhead lines with indication of characteristics of water and other possible obstacles, as well as ways to overcome them and detours.

Electrical installations that provide power supply to socially significant facilities are under special control. To eliminate possible failures, reserve sources of electricity supply have been prepared, and locations of their storage have been determined. Special trainings with operating and repair personnel of all the branches of the company were organized and conducted.

Currently specialists of IDGC of Centre’s branches are carrying out constant monitoring of the flood situation on the ground and, if necessary, are ready to take promptly all the necessary measures to eliminate consequences of possible contingencies.
