"Rosseti" at the RIF in Sochi presented the strategy of creating a digital grid in Russia until 2030

15 February 2018

In Sochi, within the framework of the Russian Investment Forum, the grand opening of the congress and exhibition site "Territory of Rosseti " took place. It will become a centre for discussing the prospects and global trends in the development of modern "smart energy".

In the course of the plenary discussion, which took place immediately after the opening ceremony, Pavel Livinsky, Director General of Rosseti, officially presented the draft strategy for the development of the "digital" power grid complex in Russia until 2030.

The head of Rosseti stressed that the submitted project worth 1.3 trillion rubles in current prices was self-supporting for 14 years and would not require an additional increase in the grid component in the tariff, since the digital grid allows to increase efficiency and to receive a number of positive internal effects.

Pavel Livinsky noted that the digitalization of the grid is not a tribute to fashion, but the demand of today, including the spread in the world of distributed generation, the creation of micro grids, the development of power storage and renewable energy sources that the consumer can already install and even become an electricity producer.

"In the future, a large grid will be needed only in megacities and for large-scale industrial production. The power grid complex should be ready for this, it is necessary to increase its efficiency and meet all future requirements of the consumer," the top manager of the grid company said.

According to Pavel Livinsky, digitalization of the grid makes it possible for the Rosseti Group to significantly improve production and financial and economic indicators, and, therefore, to become more attractive to investors and increase capitalization.

To achieve these goals, it is important to solve several problems. First of all, getting the right to long-term tariff agreements and the installation of "smart" metering devices on the boundary of the balance participation. At the same time, starting production in Russia of modern equipment, software, as well as starting training new personnel ready for work in the digital power grid complex.

"Digitalization will give effect and will be successful only in one case - at a one-time complex implementation, i.e. not by flaps, but a single project," said Pavel Livinsky.

Deputy Energy Minister Vyacheslav Kravchenko supported the idea of creating "smart" grids in Russia, noting that the agency is ready to work with Rosseti to assess the project cost and regulatory framework to make the plans real and develop the entire industry as a whole.

Alexander Starchenko, Chairman of the Supervisory Board of Energy Consumers Association, noted that for the first time he sees the offer of Rosseti, which provides for a return on investment and self-sufficiency, and "this is definitely a step in the right direction. I am confident that with the implementation of the proposed strategy, its results will pleasantly surprise everyone, even the authors themselves."
