Power engineers of IDGC of Centre in the Kostroma region practiced skills of prompt liquidation of mass outages

IDGC of Centre - Kostromaenergo division, in the framework of the winter preparations, conducted large-scale exercises with participation of representatives of regional and local authorities, the regional department of the EMERCOM of Russia, other energy enterprises and organizations operating in the region. The participants of the exercises worked out joint actions to eliminate mass outages caused by unfavourable weather events.

According to introductory notes, on 23 November in the region weather conditions sharply worsened, hurricane winds with gusts up to 25-28 m/s and wet snow fell on it. As a result of snow sticking to wires, from 11:00 am to 02:00 pm, massive power outages occurred in a number of districts. 165 settlements of Kostromsky, Sudislavsky, Nerekhtsky and Susaninsky districts were left without electricity.

The situation was immediately taken under control in the crisis management centre of IDGC of Centre and the management centre for ensuring the security of power supply in the Kostroma region. A special mode of operation was introduced in Kostromaenergo, providing for mobilization of forces and means for rapid restoration of electricity supply to consumers. In total, 26 first responding mobile and repair crews of the branch with specialized vehicles, specialists of contract organizations and other participants of the exercises took part in the emergency recovery operations: the General Directorate of the EMERCOM of the Kostroma region, branches of JSC SO UES Kostroma Regional Dispatch Office and PJSC FGC UES Vologda PMES, Kostroma CHP-2, etc. First of all, socially significant facilities of the region were fed, for which 10 mobile backup power sources were used.

As a result of the coordinated actions of all the participants in the exercises, by 10:00 pm on 23 November, the electricity supply to de-energized consumers was restored, the emergency situation was promptly liquidated. Organizers of the training highly appreciated the actions of the power engineers.

"The training made it possible to check the readiness of all emergency services to promptly make optimal decisions to eliminate technological violations caused by unfavourable weather phenomena and to work out practical interaction skills. In an emergency situation, this can be a decisive factor for the fastest restoration of power supply to consumers," stressed Pavel Kolotilov, deputy chief engineer for operational and technological and situational management, head of the Grid Control Centre of IDGC of Centre - Kostromaenergo division.
