In Belgorod representatives of subsidiaries and affiliates of PJSC "Rosseti" discussed topical issues of investment activity

23-24 November, Sergey Sergeev, Deputy Director General for Capital Construction of PJSC Rosseti, held a meeting on issues of investment activities and capital construction on the site of IDGC of Centre - Belgorodenergo division. Representatives of SDCs discussed the procedure for approving investment programs, the expected results of implementing priority investment projects, changes in legislation and a number of other relevant topics.

Participants noted the need to shorten the timing of the formation of investment programs of the subsidiaries and affiliates of PJSC Rosseti and follow the approved timetables for their implementation, discussed issues of synchronization of investment projects with schemes and programs for the future development of the electric power industry of subjects of the Russian Federation and plans for related industries, examined the requirements of the Federal State System for pricing in the area of construction, resources, mechanisms of transparency of pricing and minimization of risks of overestimating the estimated cost of a facility.

According to Sergey Sergeev, Rosseti has the task now is to fully switch to a highly reliable digital intelligent grid. Elements of digital technologies are already present in the country’s electricity grid, it is important to formulate unified technical requirements for a comprehensive digitalization program and to clearly describe mechanisms for its financing.

As early as December, specific proposals on the planned increase in the share of digital equipment will be submitted to be considered by the Government of the Russian Federation. The amount of funding for new digital grids and substations can reach 20% of the level of investment programs of SDCs. Up to 10% will be allocated to the implementation of intelligent metering systems as a universal means of transmitting data on the parameters of the grid. The maximum effect from the program of digitalization of energy is expected already by 2025, by 2030 the program is planned to be fully completed.

Alexander Pilyugin, First Deputy General Director of IDGC of Centre, introduced the participants of the meeting to problems and tasks arising during the construction of digital substations in the territory of IDGC of Centre and IDGC of Centre and Volga Region. In his opinion, the lack of necessary experience with Russian companies in designing, a comprehensive feasibility study and normative and technical documentation approved at the highest level in terms of the choice of equipment and technologies can become deterrent factors in the implementation of projects with a high level of automation and smart management. Despite this, both companies already have experience in implementing projects with digitalization elements. For example, it is the 110 kV "Sputnik" substation in the branch "Voronezhenergo" or the 110/10 kV "Yartsevo-2" substation in "Smolenskenergo".

"Having studied the results of pilot projects in ourselves and in other regions, we went along the path of digitization of the most problematic sections of the grid," stressed Alexander Pilyugin, "taking into account the importance of power centres and end customers, assessing the possible amount of energy undersupply in case of outage, the level of losses. A smooth transition to the target model of an intelligent digital grid has already begun and is proceeding along the path of automating the technical management of 35-110 kV substations, automating the distribution network, implementing smart metering at all levels. However, such centralized solutions are required that will reduce the cost of construction and operation, provide information security and the required level of power quality, and also create the opportunity for integration of new high-tech products."
