Powers of the sole executive body of IDGC of Centre and Volga Region transferred to IDGC of Centre

The decision to transfer the powers of the sole executive body of IDGC of Centre and Volga Region to IDGC of Centre was taken with a view to implementing the tasks contained in the Strategy for the Development of the Electric Grid Complex of the Russian Federation. This decision was agreed upon by the Board of Directors of Rosseti and approved at the annual meeting of shareholders of IDGC of Centre and Volga Region.

11 September 2017, an agreement on the transfer of authority was signed, the terms of which were approved by the Boards of Directors of both companies. The scheme of the companies’ management approved under the agreement of the Single Executive Body supposes the addition of the existing 11 branches with other 9 with the appropriate recruitment of the required number of employees. At the same time, their number due to the combination of competencies and increased productivity will be significantly fewer than with the operation of two separate executive offices. The scheme was worked out and supported by the Ministry of Energy of the Russian Federation and is aimed at a significant increase in the performance of IDGC of Centre and Volga Region, which is provided by much more stringent requirements to achieve the targets. This will result in higher financial performance and will not allow to decrease production capacity.

Until that time, for more than 10 months, both companies were managed from one centre. The results of the work in the new format have convincingly shown that the transfer of functions to a single executive body is an effective tool for achieving the tasks set for the Russian grid complex, contributing to a reduction in operating expenses and an increase in the financial performance of both companies. Today, under the management of IDGC of Centre there are electric grid complexes in almost twice as many regions as before, while the company carries out this activity without diverting additional resources to it.

Consolidation of the best practices of the two companies in the sphere of management, financial and operational activities made it possible to form effective investment programs with the use of innovative solutions in conditions of strict tariff restrictions. For 20 regions of the country, integrated multi-year programs for the modernization and development of grids, taking into account the interests and features of the development of the territories, aimed at ensuring reliable power supply with a reduction in operating costs, have been formed according to unified high-quality standards.

The task of reducing the timing of first responding and restoration operations is being solved as system. This is facilitated, in particular, by the opportunity, as a result of the synergy of the resources of the two companies, to attract large scale means and resources within the shortest possible time to eliminate consequences of technological failures - the advantages of this approach were shown by the experience of last winter. A unified corporate information system based on the combined resource of the common information complex is being created, which allows to optimize costs and provide prompt decision-making for achieving the required level of reliability at minimum costs. The centralization of the management functions of IDGC of Centre and IDGC of Centre and Volga Region also allows to reduce operating expenses, which contributes to the improvement of the quality of both companies and their financial stability.

The decision to introduce the unified management in IDGC of Centre and IDGC of Centre and Volga Region was taken by Rosseti in late October 2016. The given measure is aimed to increase industrial and financial efficiency of subsidiaries, decrease in operational costs and maintenance of reliable power supply of all categories of consumers. The management of IDGC of Centre and Volga Region was entrusted to General Director of IDGC of Centre Oleg Isaev.
