In the framework of the preparation for winter IDGC of Centre organized large-scale exercises in the Tambov region

5 September 2017

In the Tambov region large-scale exercises were conducted to eliminate emergency situations in violation of power supply in low-temperature conditions organized by IDGC of Centre – Tambovenergo division together with the branch of JSC "SO UES" Lipetsk Regional Dispatch Office, which also included representatives of the General Directorate of the Ministry of Emergencies of Russia in the Tambov region, the Fire and Rescue Centre, the branch of PJSC "FGC UES" - Verkhne-Donsky PMES and other energy companies operating in the region. The exercises were conducted within the framework of preparation of the electric grid complex of the region to the autumn-winter maximum of loads.

According to the scenario, the emergency outage of a 110 kV overhead line resulted in the de-energization of three 110 kV city substations and 230 transformer substations, resulting in about 90,000 residents of Tambov and Tambovsky district without light. A parallel overhead line in the repair scheme of the 110 kV grid was remove out of service. The situation was aggravated by the active cold cyclone that had passed through the south-west of the region with strong wind and snow, which led to mass outages of consumers in Petrovsky, Mordovsky, Tokarevsky and Zherdevsky districts. There, 19,800 people, 180 transformer substations, 117 settlements, 126 socially significant facilities, including medical facilities, schools, kindergartens, water towers, boiler-houses, fell into the zone of conditional emergency outages.

After receipt of operational information about the failure, operators of the Grid Control Centre of the Tambov branch of IDGC of Centre immediately started taking measures to eliminate its consequences.

After putting into operation the repaired parallel 110 kV overhead line, the power supply of all consumers in Tambov and Tambovsky district was restored. At the same time, work was carried out in four affected areas to feed socially significant facilities from the reserve sources of power supply that were quickly deployed by Tambovenergo’s employees and with reserve overhead lines. Emergency recovery operations were carried out as soon as possible on the faulty electric grid equipment.

As a result of the coordinated actions of all the participants in the exercise, the conditional emergency situation was promptly liquidated, and in the affected areas the normal power supply scheme was restored as soon as possible. The organizers of the training highly appreciated the actions of the power engineers.

"The exercises showed a high degree of readiness of Tambovenergo’s employees to eliminate emergency situations. At present, the branch is completing the preparation of the electric grid complex of the region for the autumn-winter period. Our facilities and personnel are ready to provide high reliability of power supply to consumers," stressed Vladimir Syschikov, Deputy General Director of IDGC of Centre – Tambovenergo division director.
