31 August, within the framework of optimizing the structure of the operational and dispatch control of the Unified Energy System, functions of managing the power system of the Belgorod region were transferred to the Kursk Regional Dispatch Office. Now, the Branch of JSC "SO UES" "Regional Dispatch Office of the Kursk, Orel and Belgorod Regions’ Power Systems (Kursk Regional Dispatch Office) includes power facilities located in the territories of the three constituent entities of the Russian Federation.
Optimization of the structure of JSC "SO UES" is aimed at improving the quality of operational dispatch management by equalizing the production load of regional dispatching offices with simultaneous concentration of qualified personnel and increasing the level of technological equipment of the branches of the System Operator whose operating area is increasing.
The control of the Kursk and Belgorod energy systems, whose electricity mode of operation is closely interconnected, will now be implemented from a single dispatch centre. The new dispatching centre of the Kursk RDO was put into operation in 2016. It is equipped with modern engineering, information and telecommunication systems, which makes it possible to create optimal working conditions for an enlarged team and with the maximum effect to take advantage of optimizing the structure of the management of energy systems.
During the implementation of the project for the enlargement of the operational area of the Kursk RDO, a set of organizational and technical measures was carried out. In particular, the list of dispatching facilities of the Kursk Regional Dispatch Office was revised with their distribution by the management method, the necessary documentation regulating the relationships between the Belgorod region electric power industry entities and the Kursk Regional Dispatch Office was completely revised, instructions and other technical documentation necessary for the organization of operational dispatch management in the enlarged operating area were updated. The channels of dispatch communication and transmission of technological information between the Kursk Regional Dispatch Office and the subjects of the Belgorod region electric power industry are organized. The staff was trained to perform functions in the enlarged operating area, including the state certification of the dispatching personnel of the Kursk Regional Dispatch Office.
The Branch of JSC "SO UES" "Regional Dispatch Office of the Belgorod Region Power System" (Belgorod Regional Dispatch Office) ceased its activity on planning and management of the electric power mode. In the Belgorod region, a representative office of JSC "SO UES" was created, whose competence includes tasks that are not directly related to the operational dispatch management of the electric power modes of the power system in real time. The created structural unit will ensure the interaction of the System Operator with the subjects of the electric power industry, executive authorities of the subjects of the Russian Federation, territorial agencies of Rostekhnadzor and the Ministry of Emergency Situations of Russia.
The mission also includes participation in the work of the headquarters for ensuring the security of energy supply in the territory of the Belgorod region (regional headquarters): assessing risks of failures and contingencies in the Belgorod energy system, preparing proposals and appeals for convening an extraordinary meeting of the regional headquarters, as well as questions and proposals for including in the plan of its work and the agenda of meetings. In addition, the representative office is responsible for the development and approval of the Scheme and the program for the future development of the Belgorod region’s electric power industry, investment programs for the industry’s subjects, commissioning of newly constructed and reconstructed energy facilities, and also performs technical controlling functions in the region’s electric power industry.
Nikolay Semenov was appointed Director of the representative office in August 2017, who previously held the post of first deputy director - chief dispatcher of the Belgorod RDO. Natalia Panova, former director of the Belgorod Regional Dispatch Office, has been working as Director of the Voronezh Regional Dispatch Office since 1 August 2017.
When the project was being implemented, the personnel of the Belgorod RDO was provided with employment in the Kursk RDO, as well as with other branches and representative offices of the System Operator. Assistance was provided in the employment of the discharged employees of the Belgorod RDO to electric grid and generating companies.
Information on the Branch of JSC "SO UES" Kursk RDO
The Branch of JSC "SO UES" "Regional Dispatch Office of the Kursk, Orel and Belgorod regions’ power systems" (Kursk RDO) carries out functions of dispatching management of electric power facilities in the territory of the Kursk, Orel and Belgorod regions. It is included in the operating area of the Branch of JSC "SO UES" ODU Centre. The Branch was established on 1 April 2003. Since 31 August 2008 the Branch of JSC "SO UES" Kursk RDO has additionally adopted the functions of dispatching management of electric power facilities in the territory of the Orel region, and since 31 August 2017 - in the territory of the Belgorod region. The operating area of the Branch of JSC "SO UES" Kursk RDO is located on an area of 81.6 thousand square kilometres with a population of 3.43 million. The Branch of JSC "SO UES" Kursk RDO manages and maintains generation facilities with an installed capacity of 4,965.04 MW. The main generation facility is the branch of JSC "Concern Rosenergoatom" Kursk NPP.
The electric power complex of the Kursk, Orel and Belgorod regions also includes 35-750 kV power transmission lines with a total length of 12,107.3 km, 450 transformer substations and switchgears of 35 kV and higher power stations with a total capacity of 32,873.9 MVA.
Information on the Branch of JSC "SO UES" ODU Centre
The Branch of JSC "SO UES" "United Dispatch Office of the power system of the Centre" ensures reliable operation and development of the UES of Russia within the operating area of the Centre, which includes the following regions: the Belgorod, Bryansk, Vladimir, Vologda, Voronezh, Ivanovo, Kaluga, Kostroma, Kursk, Orel, Lipetsk, Ryazan, Smolensk, Tambov, Tver, Tula and Yaroslavl regions, as well as Moscow and the Moscow region. The operating area of the branch is 794.7 thousand square kilometres, where 40.29 million people live. The operating area of ODU Centre as of 1 August 2017 includes 142 power stations with a capacity of 5 MW and above. The total installed capacity as of 1 August 2017 is 53,219.66 MW, the length of the 110-750 kV transmission lines is 88,011 km.
