In 2017, IDGC of Centre – Belgorodenergo division plans to execute about 11 thousand contracts of connection to grids with a total capacity of over 123 MW. In the first quarter, electricity was provided to 1,351 facilities of physical persons and legal entities with a total capacity of 34.8 MW. Over 90% of connections were at the request of consumers with a maximum capacity of up to 15 kW.
The plans of the branch this year are to connect 279 social institutions and small businesses with a capacity of up to 150 kW and about 100 large and medium-sized enterprises in the region over 150 kW. Among the latter, there is a number of agro-industrial facilities, which are built under import substitution programs: two sites of "Graivoron pig complex" near the rural settlements of Novostroevka and Gruzchansky, a cattle farm in the village of Zozuli in Borisovsky district, greenhouses for flowers, vegetables and berries in Chernyanka, a facility for herd replacements in the village of Repnoye of Shebekinsky district, a number of agro-industrial sites of Promagro in Stary Oskol, etc.
Electric power has already been supplied to the creamery "Volokonovsky", a facility for cultivation of apple trees with drip irrigation "Blooming Garden", a shop for processing meat "Klyuchanskoye" in Krasnogvardeysky district and other enterprises.
For small businesses with customer contract demand of up to 150 kW a simplified connection procedure is provided. The payment for grid connection is calculated at preferential rates approved by the Commission for State Regulation of Prices and Tariffs in the Belgorod Region. In October last year, the legislator specified the procedure for bringing to justice the applicants for violating the terms of the grid connection procedure. According to the amendments to the Rules of Grid Connection dated 05.10.2016, the obligation of the applicant to pay a penalty for violating the terms of preparation of a facility for connection is included in the list of essential terms of the grid connection contract. If the amount under the contract is more than 550 rubles, the fine will be 0.25% of the total amount of payment for each day of delay.
It should be recalled that the grid connection procedure is regulated by Government Resolution No. 861 of 27.12.2004 and is implemented on the basis of a contract concluded between the grid company and the consumer. In the Belgorod region, the application can be filed at centers and offices of customer service located in each district. After the conclusion of the contract and payment for services, the consumer proceeds to fulfill his part of the technical conditions for preparing the facility for supplying voltage. Belgorodenergo, in turn, provides measures for the design and construction of external power supply grids, after which it notifies the applicant of the actual readiness for connection. If, in addition to the main contract, the consumer decides to conclude an agreement on the grid connection to fulfill his part of the technical conditions, then all work is performed by power engineers "on a turn-key basis".
