IDGC of Centre in the Kursk region together with law enforcement agencies uncovered an unscrupulous businessman who stole electricity for 8 million rubles

Specialists of IDGC of Centre – Kurskenergo division in the course of a planned raid conducted jointly with representatives of law enforcement bodies revealed another fact of a large non-metered energy consumption. The unscrupulous consumer, the owner of LLC "Cheese Valley", installed in the transformer substation that services his enterprise devices that affect the correct operation of the electricity meter. This allowed him to significantly understate the amount of electricity consumed. According to preliminary data, the amount of energy he stole is 2,624.975 kWh, and the amount of damage caused exceeded 8 million rubles.

According to the revealed case of energy theft, employees of the electricity metering department of IDGC of Centre – Kurskenergo division compiled an act of non-metered consumption. At present, the enterprise security unit prepares the necessary documents to initiate criminal proceedings.

It should be noted that LLC "Cheese Valley", as an unscrupulous consumer, has already entered the field of vision of employees of the security unit of the branch. In 2016, the Arbitration Court of the Kursk region on the appeal of power engineers ordered him to repay the debt to Kurskenergo in the amount of 2.567 million rubles, bailiffs filed an additional proceeding against the defaulter. However, the company’s management was not in a hurry to execute the court’s decision. The debt was repaid only after Kurskenergo appealed to the office of the Federal Bailiff Service with an application to initiate a criminal case against the head of "Cheese Valley" under Article 315 of the Criminal Code of the Russian Federation "Failure to comply with a court verdict, court decision or other judicial act".

IDGC of Centre conducts large-scale raid work to identify cases of theft of electricity in all regions of its service area (11 subjects of the Central Federal District). It attracts personnel from Distribution Zones and electricity metering departments of the company’s branches, and in some cases - security unit specialists, employees of the regional departments of the FSB and the Russian Ministry of Internal Affairs.

In 2016, in the service area of IDGC of Centre, 12,231 facts of illegal electricity consumption were identified. The power company took measures to recover the damage caused. From infringers in a pretrial procedure it collected 319 million rubles for non-metered consumption. In respect of violators who did not voluntarily compensate for the damage, judgments on the recovery of a total of 159.202 million rubles were issued following the results of the year. Claims and lawsuits are in progress regarding the remaining facts.

In addition, the applicant’s materials on the facts of unauthorized electricity consumption, identified by the security unit of IDGC of Centre, were sent to law enforcement agencies. Based on the results of their consideration, criminal cases were initiated on the basis of elements of the offense provided for in clause B of Part 2 of Art. 165 of the Criminal Code of the Russian Federation (infliction of property damage to the owner of property by abuse of confidence in the absence of signs of theft, causing particularly large damage).

IDGC of Centre intends to consistently seek compensation for electric energy from violators. It should be recalled that the company spends the funds collected from energy thieves, including, to finance the core production activities that provide reliable and uninterrupted power supply to consumers.
