IDGC of Centre presented an innovative development of a package transformer substation with an integrated charging station for electric vehicles at the International Energy Forum RUGRIDS-ELECTRO

IDGC of Centre’s delegation, headed by General Director Oleg Isaev, took part in the International Forum RUGRIDS-ELECTRO, held in Moscow on 18-19 October 2016 at the World Trade Center. Within the framework of the International Forum RUGRIDS-ELECTRO IDGC of Centre presented its own innovative development of a package transformer substation with built-in charging stations and load control.

This year IDGC of Centre completed the research project "Development of technical solutions for combining traditional facilities of distribution grids with the charging infrastructure", whose initiators and authors were the company’s technical specialists. As a result, two design solutions of a 10/0.4 kV package transformer substation with built-in charging stations in concrete housing for urban location and kiosk-type of sandwich panels for suburban areas were developed.

A feature of the development of IDGC of Centre, in addition to the structural elements of transformer substations, is the capability to limit power of the charging station when the transformer is overloaded, giving the main effect - no need to replace the transformer with a more powerful one, if it is necessary to connect charging stations to electric grids and maintaining power supply in a normal mode for other customers.

This development solves the problem of charging infrastructure along highways, in towns, at fueling stations and remote locations, as with a slight increase in the cost of construction, it is possible to install instead of conventional transformer substations package transformer substations with built-in charging stations at new construction and renovation for both electric grid companies and other stakeholders, in particular, owners of fueling stations. Currently, the company has already installed two charging stations in the city of Orel. In 2017 it is planned to install charging stations in the Belgorod, Voronezh, Lipetsk, and Tver regions.

The subject of developing charging infrastructure for electric vehicles became one of the top in the business program of the forum. In his speech at the round table "Investing in the future: the development of infrastructure for electric vehicles as part of the strategy of innovative development", First Deputy General Director of IDGC of Centre Konstantin Mikhailik elaborated on the factors hampering the development of charging infrastructure in our country. To overcome the problems in this area regional authorities should have greater involvement. The first step is to synchronize the plans of regional development and construction of roads with the program of charging infrastructure development. Also, local authorities could consider simplifying the procedures for land allocation and registration of permits for the charging infrastructure. In addition, it could be appropriate to establish a certain percentage of electric vehicles in the organization of intercity passenger transportation.

It is necessary to solve the problem to provide incentives to electric grid companies in terms of the construction of charging stations. As part of investment programs of SDCs of PJSC "Rosseti" it is impossible to significantly develop the charging infrastructure. In this connection, it is necessary to amend the regulations that promote the development of electric charging infrastructure and will create serious prerequisites for mass application of one of the most promising types of transport.

Within the business program of the forum the strategic session "The role and place of distributed generation in the central power supply system" was attended by First Deputy General Director - Chief Engineer of IDGC of Centre Alexander Pilyugin. In his speech he focused on the difficulties in the development of distributed generation. So, one of the main constraints in the development of distributed generation are the imperfection of the legislative framework for the use of small generation and unavailability of domestic producers to implement complex projects of "smart" grids on a domestic element base. Within the framework of the road map EnergyNet - a new model of power grid and energy market - it is necessary to provide for measures to remove the constraints of distributed generation, as part of a centralized system.

The business program of the forum was also attended by other top managers of IDGC of Centre. Deputy General Director for Investment of IDGC of Centre Dmitry Sklyarov took part in an open dialogue "Procurement and SMEs: towards each other", which was held under the auspices of "Opora Russia". Deputy General Director for Sale and Development of Services of IDGC of Centre Evgeniya Kabanova took part in the round table "The transition to smart metering and reduction of losses in electric grid facilities".
