Based on the results of the first half of 2026, specialists from Rosseti Centre and Rosseti Centre and Volga region identified 1,479 cases of unmetered and uncontracted electricity consumption. The total amount of electricity billed for these violations amounted to 34.2 million kWh. Corresponding reports were drawn up for each case.
Detecting illegal electricity consumption is a constant focus for power engineers. To this end, specialists conduct regular inspections, implement smart meters, install anti-magnetic seals, and employ technical solutions that prevent tampering with meters.
Unmetered and uncontracted consumption places additional strain on electrical networks, degrades the quality of power supply, and increases the risk of technological disruptions. Funds spent in such cases could have been used for repairs and development of electrical grid infrastructure.
“Based on the six-month results, RUB 207.7 million have been charged for identified violations. Legislation establishes a special procedure for calculating the cost of unmetered and uncontracted electricity consumption: such charges are punitive in nature and are intended to compensate for the cost of the stolen resource. Therefore, paying promptly and in full for actual electricity consumption based on meter readings is significantly more cost-effective than incurring costs for illegal consumption,” noted Boris Ebzeev, General Director of Rosseti Centre, PJSC — the managing organization of Rosseti Centre and Volga region, PJSC.
