VTB Leasing and Rostelecom will create an integrated automated system for electricity metering and telemechanics with remote data collection for Rosseti Centre’s facilities (public name of IDGC of Centre, PJSC) in the Voronezh region. Funding for the infrastructure project, which costs almost one billion rubles, will be provided by VTB Leasing. Rostelecom will coordinate technical implementation - the creation of infrastructure, the deployment of equipment and digital solutions, construction, installation and commissioning. This is the first such leasing project in the field of energy digitalization for both companies.
The system, implemented by Rostelecom, will allow the power grid company to automate the metering and monitoring of energy resources, and to ensure the management of the engineering infrastructure. Automatic transmission of information based on data received from metering devices will reduce the cost of manual input of readings and eliminate distortion of power grid parameters.
Rostelecom will carry out work on the project for “Rosseti Centre Voronezhenergo” (a branch of IDGC of Centre, PJSC) in 16 Distribution Zones, which cover more than half of the Voronezh region. The company will carry out design and survey work, supply and install about 43 thousand electricity meters and 600 transformer cabinets. The project includes eight stages and is being implemented in an extremely short time frame. Almost half of the total work is to be completed by the end of 2020, with completion scheduled for July 2021.

Such digital systems make it possible to improve the efficiency of power grid management, including increasing the efficiency and reliability of collected data, the percentage of collection of payments from users, and automation of billing for consumed energy. The project in the Voronezh region will be implemented taking into account our expertise and use equipment and solutions that have already proven their high efficiency. Automation of metering systems very quickly begins to bring returns, increasing the economic and operational indicators of the customer - the divisions of Rosseti,” stressed Igor Zimin, Vice President for applied projects of Rostelecom.

This approach is consonant with the current Strategy for the Development of the Electric Grid Complex of the Country, approved by the Government of the Russian Federation,” stressed Igor Makovskiy, General Director of Rosseti Centre and Rosseti Centre and Volga Region.

Rostelecom has been cooperating with VTB Leasing since 2019. The leasing company finances the provider’s purchases of data storage systems, telecommunications and IT equipment. The equipment is purchased to provide services under government contracts within the framework of projects for the digitalization of the Russian economy. The lease term is five years, all transactions are concluded with zero advance payment.
