The exercises were held from 16 to 18 April in all 85 regions of Russia. Units of the Unified State System for the Prevention and Liquidation of Emergencies (the System) participated in them - in total more than 1 million 300 thousand people and 280 thousand vehicles. At the first stage of the command and staff exercises, the authorities and forces of the System were alerted to emergency response. In the framework of the second and third stages, the units worked out introductory measures related to anti-flood measures and the elimination of wildfires, as well as the protection of settlements from them.
IDGC of Centre - the managing organization of IDGC of Centre and Volga Region (included in ROSSETI’s Group of Companies) took the most active part in the exercises. Starting from 6 am on 16 April, all branches of the Company organized an operational exchange of information with regional departments of the Ministry of Emergency Situations on work during the command and staff exercises. Alert and gathering of the headquarters of the branches were held, and the participation of representatives of the leadership in working meetings of the executive authorities of the constituent entities of the Russian Federation to clarify the objectives of the exercises was organized.
In the course of practical measures at the first stage of the exercises, specialists of the branch “Voronezhenergo” worked out actions to eliminate the emergency situation caused by an explosion of household gas. The specialists of the same branch, as well as the branch “Tulaenergo” at the second stage, carried out training tasks on emergency response caused by spring flood. At the third stage, representatives of the branches “Voronezhenergo” and “Nizhnovenergo” worked out actions in case of emergency response caused by a large forest fire.
The branch “Belgorodenergo” in the second and third stages submitted proposals to the decisions of the chairman of the Commission for the Prevention and Liquidation of Emergencies and Fire Safety of the Belgorod region regarding the elimination of emergency situations associated with flooding of residential buildings in populated areas and a fire of the forest in an area of 20 hectares.
The specialists of the branches “Belgorodenergo”, “Smolenskenergo”, “Kostromaenergo”, “Yarenergo”, “Kalugaenergo”, “Bryanskenergo”, “Kurskenergo”, “Orelenergo”, “Tambovenergo”, “Tverenergo” and “Nizhnoenergo” took part in a review of forces and means of territorial and functional subsystems of the System.
“As the long-term activity shows, the specialists of IDGC of Centre and IDGC of Centre and Volga Region have serious practical experience, as well as all the necessary skills and competencies for eliminating the consequences of emergency situations of any complexity. The conducted exercises confirmed this again. All the goals and objectives set within them were fulfilled,” stressed General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region Igor Makovskiy.
The results of the All-Russian command and staff exercises on emergency response, caused by spring floods and wildfires were summed up at a conference call under the leadership of the Minister of Emergency Situations of Russia Yevgeny Zinichev. Summing up the results of the command and staff exercises, the head of the department expressed his gratitude to the participants who completed the high-level exercises.
