“The strategic task of power engineers is to significantly improve the reliability indicators of the power supply to consumers” - Igor Makovskiy

On 2 March, in the Tambov region, in the service area of ​​IDGC of Centre - Tambovenergo division, a control situational emergency recovery training was held to work out interaction during elimination of conditional mass technological interruptions in the power grid complex of the region caused by adverse weather conditions.

The main goal of the training was to develop practical skills for quick response to repairing damage to power equipment, organizing temporary power supply schemes for socially important facilities using backup power sources, improving the interaction of power engineers with executive authorities, local government, and specialists from the EMERCOM of Russia in the Tambov region.

According to the scenario training conditions, on 2 March, as a result of deteriorating weather conditions with wind intensifying up to 27 m/s, heavy precipitation in the form of sleet and freezing rain on the territory of Tambovsky district, technological interruptions occurred in the power grid complex, which led to the conditional power failure in 28 settlements, with 16 thousand consumers and 43 socially significant facilities.

Tambovenergo created operational headquarters for the elimination of the consequences of the technological violations, which first introduced a high alert mode and then a special mode of operation.

Also, according to the scenario conditions, as a result of a collision of a third-party vehicle, a double-circuit overhead power line pole of 110 kV “Oktyabrskaya left” was knocked down, with a break in wires of both circuits located in the service area of ​​ IDGC of Centre - Tambovenergo division. Due to the fall of the pole, the supply of electricity to consumers powered from the 110 kV substations “Oktyabrskaya” and “Tambovskaya No. 7” was interrupted, the total disconnected power was 18 MW.

33 crews, 146 people and 55 vehicles were involved in the elimination of the consequences of conditional technological violations. 

The priority task of the training was to work out the interaction of the duty personnel of the situational-analytical centre with the operational personnel, and staff performing emergency recovery work in the power grid complex.

Actions to redeploy forces and means, to restore power supply to de-energized consumers with backup schemes, to repair faulty power equipment, as well as to connect consumers to backup sources of electricity were worked out.

The emergency and recovery work was coordinated by the headquarters of the branch “Tambovenergo”. The power engineers were in constant communication with the authorities, units of the Ministry of Emergency Situations, utilities. For operational interaction with consumers on the basis of the Contact Centre, the Temporary Information Centre of the branch started its work.

Also, as part of the training, operational cooperation was established with the adjacent grid organization of the city of Tambov, to which the branch “Tambovenergo” provided assistance and delivered three backup power supply sources of 30 kV each.

As a result of the concerted actions of all the participants in the training, the conditional technological violations were promptly eliminated, the normal power supply scheme was restored.

“Such trainings allow us to develop the practical skills of production personnel, improving the processes of interaction and information exchange for more effective teamwork. Well-established actions become the decisive factor for the quickest possible elimination of emergency situations and restoration of power supply to consumers,” stressed General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region Igor Makovskiy.
