Igor Makovskiy: “Digitilization will become a key priority of the investment program of IDGC of Centre in 2019”

IDGC of Centre is starting the implementation of the 2019 investment program. This year, the company plans to commission about 4.8 thousand km of power lines and about 750 MVA of capacity. The amount of funding for the program will be 15.652 billion rubles.

Large scope of work in the current year is planned as part of the first phase of the implementation of the digital transformation concept - over 5 billion rubles are planned for this purpose in the investment program. So, by the end of 2019, in all branches of IDGC of Centre (working in 11 subjects of the Central Federal District), unified grid control centres (UGCCs) will be created as part of the transition to a two-tier management system. Similar units will be created in cities with a population of over one hundred thousand people. The UGCCs will be equipped with digital communication channels and the most modern information systems, which will allow online monitoring of the state of power grid facilities, analyzing the parameters of power quality, coordinating the work of first responding and repair crews.

Also, in 2019, the implementation of the “Digital Distribution Zone” and “Digital Substation” projects will begin. The first two digital Distribution Zones in the company’s structure will be created by the end of the year on the basis of the branches “Belgorodenergo” and “Voronezhenergo”. Among the main directions of this project is the construction of 6-10 kV smart grid based on intelligent switching devices, which allow real-time fault location, automatically transferring the load from the faulty to the undamaged section of the grid, as well as the implementation of smart electricity meters.

One of the first regions, where a digital substation will be constructed, will be the Belgorod region - here this project will be implemented by the end of 2019 at the 35 kV substation “Nikolskoye” of the branch “Belgorodenergo”. Its result will be the creation of a digital distribution grid control centre based on the software and hardware automation and control protection complex, made according to the latest digital technologies meeting international standards. This year, work will also begin on the creation of a digital substation on the basis of the 110/10 kV substation “Vysokaya” in the Kursk region. This feeding centre, commissioned in 1970, is important for the region, it provides power to a military unit, Kursk State Agricultural Academy named after I.I. Ivanov, numerous social facilities and residential areas of the city of Kursk. In total, IDGC of Centre during the first stage of the digital transformation, which will be completed before the end of 2020, will create 10 digital Distribution Zones and 9 digital substations. In addition, 100% of the branches will be covered by digital radio communications. One hundred percent observability of 35-110 kV substations will be provided, and in 31 Distribution Zones they will implement comprehensive automation of the 6-10 kV grid and an integrated energy monitoring system.

Implementing the concept of digital transformation projects at IDGC of Centre will allow to reduce costs of maintenance, repair and operation of electric grid infrastructure facilities, reduce electric grid losses, significantly decrease the number and time to eliminate technological interruptions and, as a result, improve the quality and reliability of power supply to consumers.
