“We must make the first digital Distribution Zone quality and modern,” Igor Makovskiy

2 February 2019

General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region Igor Makovskiy paid a working visit to Arzamassky City and Rural Distribution Zones of power grids of the branch “Nizhnovenergo” of IDGC of Centre and Volga Region.

During the inspection of Arzamas City Distribution Zone, the head of the electric grid company heard a report on its work, the state of electrical installations located in its service area and organization of the power supply system of key facilities of the city of Arzamas. Igor Makovskiy praised the Arzamas Customer Service Centre - one of six in the Nizhny Novgorod region, where customers can get answers to any questions regarding the power supply.

The head of the company got acquainted with the work of the Operational-Dispatch Service, from which the operational management of the electric grid complex of the district is carried out.

During the visit to Arzamassky district, General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region met with the head of the district Vasily Demin, with whom he discussed the prospects for implementing the pilot project “Digital Distribution Zone”. Vasily Demin expressed his gratitude to Igor Makovskiy for the prompt response of the employees of the power grid company during the heating period, at technological violations.

The head of the company also familiarized himself with the work of Arzamassky Rural Distribution Zone, on the basis of which the pilot project “Digital Distribution Zone” will be implemented. The power engineers expect that with the start of the operation of the digital Distribution Zone, the operational costs of operating the power grids and the load on the staff will decrease, the working conditions of the employees will become safer, and in case of possible technological violations, the time for fault location will be reduced. Digitalization of the grid will also allow the use of automatic algorithms for restoring the power supply system, reducing the time of possible outages of consumers and their number.

At the end of the working day, Igor Makovskiy held a production meeting at the base of Production Department “Arzamassky Electric Grids”, which was attended by chiefs of the Distribution Zones, heads of relevant departments and management of IDGC of Centre and Volga Region and Nizhnovenergo. During the meeting, the head of the company identified the main tasks of creating the first pilot project “Digital Distribution Zone” on the basis of City and Rural Distribution Zones with maximum use and implementation of digital technologies. It was primarily about the use of mobile devices, telemetry, distributed automation, commercial metering of electricity.

“The first digital substation will be created on the basis of substation “Vyezdnoye”, in addition we are creating the Unified Grid Control Centre, two additional grid management sites will be created in the cities of 100 thousand people - Dzerzhinsk and Arzamas. All activities will be implemented on a payback basis. All this together will help optimize business processes, get savings, reduce losses by three times, bring failures to levels below one unit, increase staff productivity, reduce operating costs,” said Igor Makovskiy. He also stressed that the chiefs of the Distribution Zones should take the processes under personal control. The activity of the of the Distribution Zones will be evaluated according to the matrix and as a result, each Distribution Zone will take its place in the rating.

In 2019, preparatory work will continue for the construction of a new, instead of the existing, substation (SS) 110/35/10 kV “Vyezdnoye” in the service area of the of Production Department “Arzamassky Electric Grids” of Nizhnovenergo. The new substation with modern digital equipment will be put into operation by 2022. In the current year, as part of the implementation of the “Digital Distribution Zone” project, it is planned to modernize and automate the 10 kV distribution grid from the “Vyezdnoye” substation.

The technical solutions used by IDGC of Centre and Volga Region within the framework of the “Digital Distribution Zone” project will improve the reliability and controllability of the power grid complex, the quality of power supply for consumers, reduce the number and duration of interruptions in power supply, and reduce electricity losses.

The first digital Distribution Zone on the territory of the Nizhny Novgorod region will become a pilot platform for a new technology for the region, will provide an opportunity to evaluate its effectiveness and efficiency to achieve the goals of the power company for the full digitalization of the region’s power grid complex.
