General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region Igor Makovskiy, within the framework of the Forum “REW-2018”, introduced the concept of digitization of the Company’s electric grid complex

General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region Igor Makovskiy took part in the open meeting “Digitalization of grids in practice: ways and solutions”, which was held today as part of the “REW-2018” forum. The event was attended by Director General of PJSC Rosseti Pavel Livinskiy, Governor of the Tver Region Igor Rudenya, and heads of Rosseti’s subsidiaries and affiliates.

Igor Makovskiy presented to participants the concept of implementing digital technologies and control systems for the electric grid complex of IDGC of Centre and IDGC of Centre and Volga Region, which is based on the successful experience of JSC “Yantarenergo” (it operates in the Kaliningrad region), where under his leadership the project “Digital Distribution Zone” was successfully implemented, which made the region essentially a showcase for the Russian power grid complex.

This project is based on the whole set of technologies and elements of the digital grid: distributed automation (dividing the power grid into sections that are removed from work for repairs at failure, and the final consumers are resupplied with redundant circuits), a comprehensive power monitoring system based on the “Telescope” system, a digital transformer substation, as well as distributed generation based on a renewable energy source.

Another important component of the “Digital Distribution Zone” project of JSC “Yantarenergo” was the Main Grid and Small Generation Control Centre, which is the main element of the digital grid with a single automated information system for operational and technological management for the Kaliningrad region “Olympus” with the Big Data technology and elements of artificial intelligence, allowing to remotely control, automatically analyze and monitor the current state of all operated elements of the power system.

The “Digital Distribution Zone” project, implemented on the basis of two Distribution Zones of JSC “Yantarenergo”, allowed for a record increase in the observability, controllability and, accordingly, the efficiency of their power grid complex. The indicators of reliability and duration of interruptions improved by 60%, the amount of electric power losses was reduced on average by 15%. This is especially important given the fact that residents of the Kaliningrad region face the example of European countries where consumers’ demands for the quality of electricity supply are very high, stressed Igor Makovskiy. Another result was the optimization of the business model: on the basis of the two Distribution Zones, one was created, which contributed to cost reduction.

Now this experience will be extended to IDGC of Centre and IDGC of Centre and Volga Region. “Today the task is not only to react to interruptions in the grid but also to predict them,” stressed Igor Makovskiy. The companies are already in the process of digitalization: in particular, two pilot Distribution Zones are being developed with implementation of technologies similar to those that were implemented in the “Digital Distribution Zone” project at JSC “Yantarenergo”; a digital substation is under construction and 10 digital substations are being designed using the protocols of the IEC 61850 standard as part of the integration of the automated process control system; a number of other projects are being implemented.

As priority steps for further digitalization of the electric grid complex of two companies (at the first stage, the pilot “Digital Distribution Zone” projects will be implemented on the basis of Kalininsky Distribution Zone of the branch “Tvenergo” of IDGC of Centre and Arzamassky Distribution Zone of the branch “Nizhnovenergo” of IDGC of Centre and Volga Region), in addition to the implementation of appropriate technologies and infrastructure elements and changes in the business model, Igor Makovskiy outlined the introduction of a system of gradation of management entities (branches and Distribution Zones) in terms of the implementation of digital technologies, as well as relevant benchmarks and digitalization rating. Such a systematic approach will make it possible in the end to realize all the planned transformations and to achieve a significant effect from them in the foreseeable future.
