Power engineers of IDGC of Centre and IDGC of Centre and Volga Region took part in large-scale joint exercises of the Ministry of Energy and EMERCOM of Russia

The Ministry of Energy of Russia, in conjunction with the EMERCOM of Russia and subsidiaries of PJSC "Rosseti", conducted a large-scale complex special training on the topic: "Ensuring the security of power supply to consumers in the Central Federal District during the passage of the autumn-winter period of 2018-2019 by subjects of the electric power industry".

The training took place under the supervision of Deputy Head of the Government Commission for Ensuring Electric Power Security, Deputy Minister of Energy of the Russian Federation Andrey Cherezov.

According to the legend of the exercises, in the Tver, Tula and Vladimir regions of the Central Federal District (regions of the service area of IDGC of Centre and IDGC of Centre and Volga), there were massive violations of consumers’ power supply caused by unfavourable weather conditions.

Forces and means of the branches of Tverenergo (IDGC of Centre), Tulenergo and Vladimirenergo (IDGC of Centre and Volga Region), totalling 79 crews, 275 people, 93 vehicles were involved in the quick response during the exercises.

With a view to promptly responding to the emerging situation, a special mode of operation was introduced, the work of regional headquarters for making management decisions to eliminate power failures was organized, interaction and information exchange was set up with executive authorities of the Tver, Tula and Vladimir regions, the General Directorates of the EMERCOM of Russia for the subjects of the Russian Federation. In practice, actions were practiced to carry out emergency and recovery operations involving a grouping of forces and means from neighbouring regions.

In particular, according to the conditional incident of the exercises, the power engineers of IDGC of Centre and IDGC of Centre and Volga Region carried out work to replace power transformers and poles, wires of power lines and liquidation of their breaks. In addition, an algorithm was developed to connect reserve power supplies for temporary electricity supply to socially important consumers, and a quick-mountable and dismountable pole of a 35-110 kV overhead line was installed, which makes it possible to shorten the time for emergency recovery work and temporarily connect consumers.

Also, in cooperation with the units of the Ministry for Emergency Situations and Avtodor, the power engineers worked out practical skills in clearing access roads to sites of emergency rescue operations and delivering crews with off-road vehicles.

A distinctive feature of the exercises was the participation in it of students of a specialized educational institution. So, in the Tver region, the practical part of the exercises was held at the training centre of the Konakovo Energy College, a branch of the Moscow Power Engineering Institute. For the first time more than 50 students of the college - students of 3-4 courses in the specialty "Electric stations, grids and systems" - took part in the exercises. The guys together with the teacher saw the composition of the forces and means of the power engineers, the EMERCOM of Russia for the Tver region, the administration of Konakovsky district, which can be used in the event of an emergency situation associated with massive de-energization of consumers. The students were told and shown how off-road vehicles are used, how a backup source of electric power is installed and connected, how overhead lines are inspected using unmanned aerial vehicles. The obtained knowledge is an important component of the curriculum of the students, which was specially adjusted in the framework of the exercises.

"Such exercises help improve the issues of interaction and information exchange between regional authorities, the EMERCOM units and grid companies, develop the most effective approaches to mobilizing technical, material and human resources for eliminating technological disruptions in grids and maximizing the rapid restoration of electricity supply to consumers, and also allow staff to consolidate skills and to work out effective algorithms of actions, necessary for quick elimination of consequences of any emergency situations," stressed First Deputy General Director - Chief Engineer of IDGC of Centre - the managing company of IDGC of Centre and Volga Region Alexander Pilyugin.

For reference: Public Joint Stock Company "Rosseti" (PJSC "Rosseti") is one of the largest power grid companies in the world. The company operates 2.34 mln kilometres of power lines, 502 thous. substations with transformer capacity of more than 781 GVA. In 2017 net electricity supply to customers amounted to 748.2 bln kWh. The number of employees of the Group of Companies of PJSC "Rosseti" is 228 thous. people.

Property of PJSC "Rosseti" includes 37 subsidiaries and dependent companies, including 15 interregional companies and a transmission grid company. The controlling shareholder is the state, represented by the Federal Agency for Management of State Property of the Russian Federation, which owns 88.04 % of the share capital.

Interregional Distribution Grid Company of Centre, Public Joint-Stock Company (IDGC of Centre, PJSC) is the largest Interregional Distribution Grid Company in Russia, a majority of which (50.23%) is owned by PJSC "Rosseti", which manages IDGCs/DGCs with corporate methods (through Boards of Directors).

The controlling shareholder is the state, which owns 88.04 % of the share capital of PJSC "Rosseti". The staff of IDGC of Centre, PJSC has about 30 thousand people. Overall, the share of IDGC of Centre, PJSC in the market of electric energy transmission of regions in its service area is 86%; the grid connection market share in the Belgorod, Bryansk, Voronezh, Kostroma, Kursk, Lipetsk, Orel, Smolensk, Tambov, Tver, Yaroslavl regions (an area of 457.7 thous. square kilometres) is about 88.6%.
The main shareholder of IDGC of Centre, PJSC, except for PJSC "Rosseti", is the company Genhold Limited. The free float is 34 % of shares of IDGC of Centre, PJSC. Number of shareholders is more than 17 thous. Share code on the stock exchange: Moscow Exchange — MRKC. Tickers: Bloomberg — MRKC RX, Reuters — MRKC.MM. The production potential of IDGC of Centre, PJSC is 2.4 thous. substations of 35-110 kV with total capacity of 34.4 thous. MVA and 99.9 thous. substations of 6-10 kV with total capacity of about 20 thous. MVA. The total length of power lines of 0.4-110 kV is 416.8 thous. kilometres.

The main strategic priorities of IDGC of Centre, PJSC are: to provide reliable, uninterruptible and quality power supply to consumers; to improve the quality and reliability of services provided; to increase the efficiency of investments; energy conservation and reduction of losses; to improve the efficiency of operating costs; better interaction with customers, investors and the society. 

One of the main activities of the company is grid connection of new customers. To get the services for grid connection, you can visit the official website of the Rosseti portal of electric grid services, where an electronic service operates that allows customers to get services for grid connection via the Internet. The site can be used to calculate the cost of services, customers can see the status of filed applications, submit meter readings, find out the schedule of planned power restrictions and information about emergency outages, and request information about the condition of electrical installations. The portal was developed in accordance with the Unified Standards of Quality of Service by Grid Companies of Customers of Grid Companies, approved by Order of the Ministry of Energy of Russia of April 15, 2014 No. 186.
