IDGC of Centre and IDGC of Centre and Volga Region in the run-up to winter conduct large-scale unscheduled exercises in the regions to eliminate mass outages

Power engineers of IDGC of Centre and IDGC of Centre and Volga Region are preparing for the winter. Before the cold weather in all branches of the companies (operating in 20 regions of the Central Federal District and the Volga Federal District) large-scale unscheduled exercises are underway to eliminate massive power outages caused by unfavourable weather conditions. Activities are organized to increase the efficiency and effectiveness of emergency recovery work. In the course of them, the power engineers are working out cooperation to eliminate emergency situations with regional crisis management centres for ensuring security of electricity supply, regional offices of the EMERCOM of Russia, executive authorities of the subjects and municipalities, and other energy companies.

Last week, the exercises were held in the branches of IDGC of Centre "Kurskenergo", "Smolensknergo", "Lipetskenergo", "Tverenergo", "Yarenergo" and the branches of IDGC of Centre and Volga Region "Vladimirenergo", "Ivenergo", "Tulaenergo" and "Udmurtenergo". The power engineers eliminated the effects of icy rain, wet snow and hurricane winds. The scale of technological violations was significant. So, in the Tver region, according to the legend, due to unfavourable weather conditions without light there were 42 thousand inhabitants. And in the Udmurt Republic, according to the legend of the exercises, due to a sharp drop in temperature below -25 degrees Celsius, snow icing on power lines and strong wind gusts, 11 settlements, about 89,000 people and 239 socially significant facilities were de-energized. However, despite the difficulties, in all the regions without exception, the power engineers showed high professionalism and coherence, restoring the energy supply to consumers as short as possible for such situations.

One of the last exercises last week was held in the branch "Yarenergo". According to its conditions, in the night from 16 November to 17 November, as a result of sharp deterioration in the weather conditions (severe icy rain hit the region, wind gusts reached 25 m/s), there were massive outages in 6-10 kV grids. Without light there were more than 11 thousand people, enterprises and socially significant facilities in four districts of the region: Tutaevsky, Danilovsky, Pervomaysky and Lyubimsky.

The power engineers immediately reacted to the emergency situation. At a meeting of the crisis management centre of Yarenergo, a decision was made to introduce a special operating mode of the enterprise, which presupposes the carrying out of emergency repair work in the round-the-clock mode.

Together with forces of the EMERCOM of Russia for the Yaroslavl region and municipal districts, clearing of roads and access roads to sites of emergency recovery work from snow and fallen trees was organized. To help colleagues in the affected districts, as the operational situation worsened, additional forces and resources were transferred from neighbouring regions. Also, the forces and means of contractor and adjacent territorial grid organizations were involved in conducting emergency recovery operations. In the shortest possible time, mobile backup sources of power supply were transferred to the places of conditional recovery work, from which, in the first place, socially significant facilities were powered up.

Thanks to well-coordinated actions of the power engineers, clear interaction with representatives of the territorial department of the EMERCOM of Russia, as well as with the unified duty dispatch services of municipal entities, the conditional emergency situation was eliminated as soon as possible. The leaders of the exercises highly appreciated the professionalism and efficiency of Yarenergo’s personnel.

Positive evaluation was also given to the participants of the exercises in all the other branches of IDGC of Centre and IDGC of Centre and Volga Region. The exercises will completely end at the end of this week. Their results will be considered at meetings of the regional crisis management centres for ensuring security of electricity supply.
