Debts of defaulters should not fall on the shoulders of bona fide consumers!

In recent months, precedents have repeatedly occurred in the regions where IDGC of Centre operates, when the branches of the company, based on requests of energy sales organizations (suppliers of last resort), have restricted the mode of electricity consumption of large non-payers. Thus, the grid enterprises have complied with the requirements established by federal regulations.

According to the Rules for the full and (or) partial limitation of the electricity consumption mode approved by Resolution of the Government of the Russian Federation No. 442 dated 04.05.2012, the grid organization is obliged to introduce a restriction of the mode for consuming electric energy of customers when obligations for paying for electric energy (capacity) are not fulfilled under the power supply contract.

Thus, IDGC of Centre – Belgorodenergo division in March 2017 at the request of a supplier of last resort JSC "Belgorodenergosbyt", limited the power consumption of Municipal Unitary Enterprise "Vodokanal" of Starooskolsky urban district, the arrears for consumed electricity to the supplier amounted to more than 33 million rubles. After paying the debt, the mode was restored. In April of the same year, under the request of JSC "Belgorodenergosbyt", a restriction was introduced for the electricity consumption of facilities supplying the trolleybus routes of the consumer Municipal Unitary Enterprise "City Passenger Transport" in Belgorod, whose debts amounted to more than 43 million rubles. This measure is valid until now.

In the same period, the branch "Kurskenergo" produced a restriction of the power consumption mode of facilities of the light industry enterprises of the region - OJSC "Tekhnoteks" and "APZ-20" LLC, and introduced a partial restriction to "Factory of non-woven materials" LLC. The basis in all cases was request of the supplier of last resort in the Kursk region JSC "AtomEnergoSbyt" represented by a separate division of "KurskAtomEnergoSbyt".

The branch "Yarenergo" in May-June 2017, in accordance with a request of the supplier of last resort - PJSC "TNS energo Yaroslavl" - introduced restrictions on the energy consumption mode of facilities of a number of municipal enterprises: MUE "Oktyabrskoye Housing and Communal Services", MUE RMD YR "Communal Systems", MUE "Oktyabr-ZHKKH", MUP "Housing and Communal Services of Burmakino". These organizations have overdue debts to PJSC "TNS energo Yaroslavl" in the amount of 22 million rubles. To date, the limitation on the part of the supplier of last resort has not been cancelled.

In May-June 2017, the branch "Tverenergo" upon a request of the supplier of last resort JSC "AtomEnergoSbyt", represented by a separate subdivision "TverAtomEnergoSbyt", in connection with the failure to fulfill obligations to pay for consumed electric power, introduced a complete restriction of the power consumption mode of facilities of JSC "Tver Construction Materials Plant No. 2" and the manufacturer of wood fuel pellets "MARY FOX MAX" LLC, whose debts to the supplier of last resort amounted to 10.8 million rubles and 3.6 million rubles, respectively. After the repayment of the debt by the enterprises, their energy supply was restored.

On 26 June, the branch "Kostromaenergo" at the request of the supplier of last resort in the region PJSC "Kostroma Retail Company" for a few hours limited the power supply to "Volga" hotel facilities of "Retail" LLC, one of the largest in the region. It was resupplied after the debt repayment.

Similar precedents have occurred in other regions of the service area of IDGC of Centre.

IDGC of Centre reminds that the restriction of the electricity consumption mode for non-paying consumers is a compulsory measure aimed at preventing payment of debts of default enterprises by bona fide consumers of electricity. And the company asks to be treated with understanding for the possible temporary inconveniences associated with the inability to use the services of non-paying enterprises.

IDGC of Centre intends to continue to strictly follow the norms of the current legislation of the Russian Federation, which determine the mechanisms of impact on consumers of electric power that do not fulfill their contractual obligations.
