In 2016 IDGC of Centre revealed more than 12 thousand facts of electricity theft

IDGC of Centre summed up the implementation of measures to detect and deter non-metered and non-contractual electricity consumption in 2016.

During a large-scale raid operation, conducted by staff of Distribution Zones and offices of electricity metering of the company’s branches, including in conjunction with specialists from the security unit, in the service area of IDGC of Centre (11 subjects of the Central Federal District) 12,239 cases of illegal consumption of electric energy were detected.

Particular attention was paid during the raids to work with consumers, previously convicted of illegal electricity consumption. Their check was preceded with thorough training and coaching participants of the raids by specialist of security units. As part of the operational-search activities members of the FSB and regional offices of the Interior Ministry of Russia were involved to take part in the raids in several cases.

Power engineers took measures for the recovery of damages. 55.689 million rubles were recovered from violators with non-contractual consumption through the pre-trial process. With regard to offenders, who did not voluntarily pay damages, at the end of the year judgments were made on recovery of the total amount of 159.202 million rubles, 8.5 million rubles were paid. Claim-related work is continuing for other facts.

In addition, statement materials on the facts of unauthorized energy consumption, revealed by the security unit of IDGC of Centre, were directed to the law enforcement agencies. According to the results of their consideration criminal proceedings were started on the grounds of a crime under paragraph "B" of Part 2 of Art. 165 of the Criminal Code of the Russian Federation ("Causing property damage to the owner of property by abuse of confidence in the absence of signs of theft, causing especially large damage").

So, 20 January 2016 criminal proceedings were instituted in connection with the unauthorized connection to electric grids in Yaroslavl by LLC "Construction Company "Megastroy" in June 2015. The investigation is currently in progress. At the same time, the decision of 21.03.2016 of the arbitral tribunal of the Yaroslavl region from damages were levied in full from this offender in favour of IDGC of Centre.

28 October 2016 the investigation department of the Russian Interior Ministry of Municipal Formation "Pochinkovsky" in the Smolensk region a criminal case was opened against a citizen N.S. Filippova. By her actions, expressed in the non-contractual connection and unauthorized consumption of electricity from the substation "Career" in Pochinkovsky district of the Smolensk region in the period from 29.06.2012 to 21.11.2013, the citizen caused damage to IDGC of Centre - Smolenskenergo division totalling approximately 9.583 million rubles. Currently, necessary investigations are being carried out under this case.

3 November 2016 the investigation department of the Russian Interior Ministry of Municipal Formation "Morshansky" in the Tambov region opened a criminal investigation into the theft of electricity on a large scale from IDGC of Centre - Tambovenergo division by LLC "Agrotorg K", located at the station of Vernadovka in Pichaevsky district. As found by the investigating authorities during the check, the enterprise from 7 April 2016 to September 2016 with the unauthorized connection to the branch grids inflicted material damage to Tambovenergo on a large scale in excess of two million rubles. The case was agreed to hear.

And 30 November 2016 the same investigation department opened a criminal case on the fact of non-metered electricity consumption in the period from 15 March 2016 to 31 October 2016 by unidentified persons from the staff of OJSC "Plant Brewery "Morshansky". The investigation of the case found that as a result of it material damage was delivered to "Tambovenergo" on a large scale (over 18 million rubles). Investigative actions are currently underway.

It should be noted that for an offense under paragraph "B" of Part 2 of Art. 165 of the Criminal Code of the Russian Federation, it establishes the penalty of hard labour for a term up to five years with the restraint of liberty for up to two years or without it, or imprisonment for up to five years with a fine of up to eighty thousand rubles or the salary or other income for a period of up to six months, with or without and with restriction of freedom for up to two years or without it.

IDGC of Centre is going to consistently seek recovery from unscrupulous consumers. It should be recalled that the funds levied from energy thieves, the company uses, including, to finance its core production activities to ensure reliable and uninterrupted power supply to consumers.
