IDGC of Centre held a trilateral meeting with the leadership of All-Russian Elektroprofsoyuz and RaEl Association

21 December 2016

IDGC of Centre held a trilateral meeting with the participation of IDGC of Centre, management of Public Association "All-Russian Electroprofsoyuz", management of All-Russia Industrial Association of Employers in the Power Industry (RaEl Association). The meeting was held on behalf of General Director of IDGC of Centre Oleg Isaev. The company focuses on ensuring a high level of social security of employees.

On the part of IDGC of Centre the meeting was attended by First Deputy General Director Konstantin Mikhailik, First Deputy General Director - Chief Engineer Alexander Pilyugin, Deputy General Director for Human Resources Management and Organizational Design Inna Gromova, Chairman of the primary trade union organization Victor Ablezgov. On the part of Public Association "All-Russian Electroprofsoyuz" - Chairman Valery Vakhrushkin, Deputy Chairman Yury Oficerov. On the part of Rael Association - CEO Arkady Zamoskovny, Deputy CEO Vladimir Schelkonogov.

The reason for the trilateral meeting was to discuss issues related to the implementation of the decision of PJSC "Rosseti" to bundle subsidiaries of the distribution complex under the strategy of grid development, approved by the Russian Federation Government.

At the beginning of the meeting, representatives of All-Russian Elektroprofsoyuz drew attention to the need to maintain the productive capacity of labour teams and social guarantees provided for employees, as well as to prevent the emergence of differences between the company’s employees and management. Chairman of All-Russian Elektroprofsoyuz Valery Vakhrushkin proposed while decision-making to take into account the peculiarities of regions and to maximize the opportunities for social dialogue with employees and their representatives.

In his speech, First Deputy General Director - Chief Engineer of IDGC of Centre Alexander Pilyugin, who is also Acting First Deputy General Director - Chief Engineer of IDGC of Centre and Volga Region, drew attention of the representatives of All-Russian Elektroprofsoyuz on the peculiarities of functioning of the electric grid complex at the moment.

According to him, IDGC of Centre actively contributes to the economic growth, social stability and development of 11 regions of the Central Federal District. The grid company has created effective mechanisms for doing energy business and corporate governance, financial and tariff calculations. However, socio-economic characteristics of some regions in recent years have deteriorated significantly. There are regions with low levels of industrial capacity, and, as a result, electricity consumption on a large area with a huge length of grids with a small number of consumers per unit of equipment. Accordingly, in such regions there are higher costs of the grid equipment operation. In addition, leaving the joint operation by large consumers has an extremely negative impact on the performance of distribution companies at the regional level, which leads to a reduction in required gross proceeds of individual branches of the company. At the same time, existing restrictions for increasing tariffs to the economically justified level have not been cancelled.

Given that wages, social guarantees and compensations to the company’s employees depend on tariff decisions, IDGC of Centre’s representatives called on the representatives of All-Russian Elektroprofsoyuz together to defend the interests of all employees of the electric grid complex with the regional and federal authorities.

Returning to the issue of social security for employees, Deputy General Director for Human Resources Management and Organizational Design of IDGC of Centre Inna Gromova noted the importance of the Industry Tariff Agreement and Collective Agreements, which are an effective tool for the maintenance of a civilized dialogue between the social partners - employees and employers. She recalled that in the companies there are collective agreements, developed in accordance with Russian legislation, still in force until 2018, which contain obligations on social guarantees to employees, to ensure safe working conditions and other important issues, guaranteeing workers a certain level of security. Progress in the implementation of the collective agreements is controlled by trade union committees.

"Today, solving the complex and critical tasks for the development of the company, it is necessary to provide a reasonable balance of interests between the employees and the employer, on the basis of a constructive dialogue between all parties of social partnership. It is imperative to keep stable situation in the workplace," stressed in his speech Chairman of the primary trade union organization of IDGC of Centre Victor Ablezgov.

Following the meeting the parties agreed to continue a constructive dialogue on a regular basis to coordinate and deal with specific issues.
