IDGC of Centre took part in the round table "Policy in the sphere of housing and communal services payments: how to reduce the burden on the population and increase the efficiency of the industry"

June 24, 2015 in Moscow under the chairmanship of the Chairman of the State Duma Committee on Constitutional Legislation and State Construction Vladimir Pligin a round table discussion on "Policy in the field of payments in housing: how to reduce the burden on the population and increase the efficiency of the industry" was held.

The main item on the agenda of the round table was to discuss the new edition of the Federal Law "On Amendments to Certain Legislative Acts of the Russian Federation in connection with the strengthening of payment discipline of energy consumers". Particular attention was paid to discussion of the problem of non-payments in the energy and utilities industry.

Deputy General Director for Sale and Development of Services of IDGC of Centre Evgeniya Kabanova noted the importance and relevance of the given topic. "IDGC of Centre is actively involved in initiatives to improve the payment discipline of consumers. The Company has significant receivables for services provided for the transmission, including those associated with frequent cash shortages in supply companies - consumers of services of IDGC of Centre. The reason of which is often non-payment of consumers of the housing sector to suppliers of last resort."

 

Evgeniya Kabanova said that the main reasons for non-payment of customers for utilities are imperfection in utility tariffs, low payment discipline of citizens, deliberate bankruptcy of management companies, transfer of property for rent and subsequent bankruptcy of such companies after the termination of lease agreements.

The Roundtable participants also discussed proposals to change the law regarding the establishment of economically justified tariffs for public utilities consumers, to simplify the possibility of introducing restrictions for citizens for non-payment, to recognize non-contractual and non-metered consumption as theft, possibility to enter into contracts with distribution grid companies on behalf and at the expense of specific customers.
