The first Interregional Grid Control Centre started operating in Kursk

20 November 2020

The opening ceremony was attended by Minister of Industry and Trade of the Russian Federation Denis Manturov, Director General of Rosseti Pavel Livinskiy, Governor of the Kursk Region Roman Starovoit, and Head of Rosseti Centre and Rosseti Centre and Volga Region Igor Makovskiy.

The service area of the new Grid Control Centre is now grid facilities of the Kursk region. In the future, it will also manage power grids of the Orel region. More than 1.8 million people live in these two regions. The maximum power consumption of the Centre is over 1 GW, which is comparable to the power unit capacity of a modern nuclear power plant. It is possible to expand the service area to other regions of the Central Federal District and voltage classes.

The main feature of the Grid Control Centre is that its work is based on the domestic operational information complex CK-11, which processes over 75,000 signals per second. The dispatcher controls switching devices of power facilities at a distance, instantly receives information about any violations. The possibility of operational communication with 100% of crews is provided.

An important assistant is an electronic log in which all significant events are automatically recorded. Also, at the disposal of specialists there is a geographic information system (GIS) and a meteorological portal. In the event of a signal that a fire alarm has been triggered at any facility, additional information can be obtained using a security and technological video surveillance system.

All interaction with consumers is based on the Contact Centre (sites are located in Belgorod and Ivanovo). Constant communication is with 110 operators (if necessary, their number can be increased to 600). All calls are registered in the system so that the dispatcher can organize emergency recovery work in the shortest possible time.

“Modern software products provide dispatchers with complete tools for monitoring and controlling the status of the grid, operational switching and organizing work of crews to quickly eliminate violations. The implemented domestic solutions not only meet modern requirements, but also surpass the best world analogues in functionality. At the same time, the highest level of information security is ensured,” noted Pavel Livinskiy.
“Everything that is done within the digital transformation program is done exclusively in the interests of consumers. This is the main task of Rosseti’s Group. The main effect of the Interregional Grid Control Centre is, first of all, to ensure uninterrupted and reliable power supply. And if a technological violation has occurred - prompt, in the moment, elimination of any situation that could lead to a blackout. All these functions are basically performed by the operational information complex. We, Rosseti Centre, as executors of this program, value and are proud of the opportunity to implement such important, significant projects,” commented Igor Makovskiy, General Director of Rosseti Centre and Rosseti Centre and Volga Region.
