Pavel Livinskiy instructed to strictly comply with the preparation for the autumn-winter period 2020-2021

Transcript of introductory remarks by Director General of Rosseti Pavel Livinskiy at a meeting of the headquarters of the electric grid complex on minimizing risks of the spread of coronavirus infection

Dear colleagues, good afternoon!

We are beginning the weekly meeting of the Headquarters of the electric grid complex of Rosseti’s Group of Companies. Today, the following issues are on the agenda: preparing grid infrastructure for the autumn-winter period 2020/2021, measures to encourage production personnel who continue to fulfill their responsibilities, and interaction with consumers.

First question. Preparation for the autumn-winter period in the current conditions. Since cold weather and bad weather will come with the onset of autumn without a shift to the right due to force majeure and regardless of what is happening in the country and the world, Rosseti’s Group must 100% and exactly on time implement the entire set of measures to ensure reliable and high-quality power supply to consumers in the coming winter.

In this regard, I order the sole executive bodies to ensure the implementation of all points of the approved repair and critical parts of investment programs, the timely completion of which affects the readiness indices and preparations for the autumn-winter period 2020/2021. The critical part of the investment programs refers to measures aimed at the reliability of the grid complex, and those that are critical for the needs of the regions and the Russian Federation. Failure to meet the deadlines is not allowed! No excuses will be accepted.

Further. It is necessary to hold consultations with the regional authorities in the coming days and explain reasonably that, while managing critical infrastructure, Rosseti cannot stop not only the technological process of electricity transmission and distribution, but also the implementation of repair and investment programs, therefore, in all regions of the Federation without exception power engineers and their contractors should be able to continue to work and implement their plans.

I also give instructions to ensure the transfer to the Ministry of Energy of Russia of reporting information for calculating the readiness indices for work in the autumn-winter period. All readiness conditions must be met regardless of external circumstances.

And all the procurement procedures related to the preparation and passage of the upcoming winter should be completed in a timely manner. I also order in this direction to prevent a breakdown of the deadlines.

Next. The subsidiaries of Rosseti will determine the list of manufacturers and suppliers of equipment, spare parts, materials, the suspension of which, under the conditions of imposing restrictions or an emergency regime, will lead to a breakdown in the deadlines for successful preparation for the autumn-winter period 2020/2021.

The list should be presented to Chief Engineer of the Rosseti company Andrey Mayorov. The deadline is 7 April.

In the course of your speeches, I ask you to report on the preparations for the winter and the measures taken for the timely implementation of the plans.

The second issue of the today’s meeting is material rewards and measures of non-material incentives for production personnel, which continues to provide reliable and high-quality power supply to consumers. Last week, we were commissioned to submit an agreed list of steps today.

The issue has been worked out, a set of measures has been presented. In this regard, I order the sole executive bodies, together with Deputy Director General for Economics and Finance of Rosseti Pavel Grebtsov and Deputy Director General for Human Resources, Relations with Government and Mass Media Larisa Romanovskaya to find sources of financing and ensure:

  • установление надбавок к окладам работников, непосредственно обеспечивающих надежность электроснабжения потребителей и непрерывность производственных процессов (не переведенных на удаленную работу) на уровне не менее 30%. Надбавки вводятся с момента объявления в регионах режимов повышенной готовности и до их официального завершения;
  • help for families of workers who find themselves in a difficult life situation, assistance and support for pensioners and veterans of the electric grid complex, measures for rehabilitation of workers after an unfavourable epidemiological situation.

Additional support measures, with the exception of the mandatory establishment of salary allowances, are implemented by the group’s companies taking into account the economic condition of the companies while maintaining their financial stability.

I would like to remind you separately that the last time I asked for communication between the heads of the subsidiaries of Rosseti and their branches with production personnel. Please, report how the process was built for the week.

I also draw attention to the fact that all employees of the technical unit must be informed about the next hot line with Chief Engineer of Rosseti Andrey Mayorov on Monday, 6 April, from 1 pm to 4 pm. I’m sure my colleagues have questions. All of them can and should be removed in the course of personal communication with Andrey Mayorov.

And now we turn to the issue of interaction with consumers.

Today, our online services and feedback channels are being tested in real conditions. I ask you not only to ensure their smooth operation, but also to conduct an ongoing analysis of customer satisfaction with our remote services.

I remind you that Rosseti is a modern company that understands customer focus in the way it is accepted in current realities. We should be among the best world practices not only in terms of quality and reliability of power supply, but also in matters of communication with consumers.

This means that we do not just provide the high quality of our services, really working online services and quick processing of incoming calls and calls in electronic or written form, it means that each of our employees must, must always be on the client’s side, strive to find solving issues and problems that consumers have encountered, provide feedback not only within the framework of existing regulations, but with maximum benefit for those who apply.
