Rosseti supported Matviyenko’s initiative on a unified state policy on formation of energy tariffs

MOSCOW. 28 February. /TASS/. Rosseti’s Group supported the proposal of Chairman of the Federation Council, Valentina Matviyenko, on the introduction of a unified state policy on setting tariffs for electricity. This was reported to TASS in Rosseti with reference to Pavel Grebtsov, Deputy Director General for Economics and Finance of the company.

“The Rosseti company supports the initiative, proposed on 28 February by Chairman of the Federation Council Valentina Matviyenko, to introduce a unified state policy in Russia in the field of tariff setting in the electric power industry in the Russian Federation. Currently, uniform - boiler - tariffs for electricity transmission services at the same voltage level can vary several times depending on the subject of the Russian Federation,” Mr. Grebtsov said.

For example, tariffs for electricity transmission in the Irkutsk region are 3.8 times lower than in neighbouring Buryatia and 8 times lower than in the Republic of Tyva. “Such a significant gap creates discriminatory conditions for consumers of electric energy transmission services and is an economic barrier to investment in the development of the constituent entities of the Russian Federation, on the territory of which a high tariff is set,” Mr. Grebtsov emphasized.

Rosseti explained that the basis of low prices in the Irkutsk region is the complex of energy-intensive industries (non-ferrous metallurgy, mechanical engineering, chemical, woodworking and pulp and paper industry) formed in the region back in the Soviet era, and three hydroelectric power stations.

“Given the historical features of the development of regions, as well as the difference in the grid topology, the introduction of a unified state policy on the formation of tariffs and the creation of a single tariff space in different territories will lead to equalization of tariffs for electricity transmission services and will give an impetus to the economic development of most constituent entities of the Russian Federation,” the company stressed.
