Today, 6 February, in Moscow, under the leadership of General Director of IDGC of Centre - the managing organization of IDGC of Centre and Volga Region (operating under the brands Rosseti Centre and Rosseti Centre and Volga Region) Igor Makovskiy, a meeting for heads of the security unit of the Companies was held. Their participants summed up the work in 2019 and identified plans for the near future.
The annual final event of the security unit was held for the first time in such an expanded format. In addition to the heads and employees of specialized units, it was attended by representatives of the General Prosecutor’s Office of the Russian Federation, the FSB of Russia, the Security Department of PJSC Rosseti, and deputy general directors for areas of activity. The meeting was opened by Igor Makovskiy. In his opening remarks, the head of the energy companies noted that last year the employees of the security departments effectively solved the problems of protecting the assets of the Companies, minimizing risks in the implementation of business processes and business services, countering unscrupulous counterparties, competitors and other persons and economic entities disloyal to the Companies, ensuring information and economic security.
The head of Rosseti Centre and Rosseti Centre and Volga Region focused on the activities of inspection control groups created in the structure of security units in 2019. The main tasks of the inspection control groups are to identify and suppress corruption, non-metered energy consumption, and theft of electrical equipment. Over the course of six months of their work, the inspection control groups revealed over 1,100 facts of non-metered energy consumption in the amount of more than 263 million kWh for the total amount of about one billion rubles. 13,464 statements were sent to law enforcement bodies on the facts of various violations, 203 criminal cases and 4,460 administrative proceedings were instituted based on the results of their consideration.
Based on the successful experience, Igor Makovskiy proposed expanding the functionality of the inspection control groups, extending their activities to other business processes of the Companies. “The inspection control groups worked very efficiently in the fight against the non-metered energy consumption. I propose expanding the scope of their activities to include monitoring the implementation of grid connections and production programs, monitoring motor vehicles and resources, other key areas,” said General Director of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region.
Also, among the priority tasks of the security units for the near future, Igor Makovskiy designated increasing the effectiveness of interaction with law enforcement agencies regarding the implementation of applicants’ materials and holding violators liable, ensuring further growth in the effectiveness of work to prevent and combat corruption in all areas of activity, increasing the work volume and pace to ensure physical and engineering protection of electric grid facilities.
The participants in the meeting analyzed the main results of the activities of the security unit of the energy companies and their branches. Also during the event, an exchange of experience took place regarding the interaction of the security departments of the energy companies with law enforcement agencies in identifying, preventing and curbing facts of non-metered and non-contractual consumption and corruption, implementing anti-terrorism measures, countering violations in security zones of power lines, and implementation of court decisions against violators of payment discipline. In addition, they discussed the best practices in terms of cybersecurity, combating losses, identifying and counteracting facts of supply of counterfeit and used electrical equipment, implementing preventive solutions to prevent and suppress theft of expensive electric grid equipment from energy facilities of the branches.
