Specialists of Rosseti Centre in the Voronezh region stopped non-contractual electricity consumption in the amount of over 27 million rubles

Rosseti Centre - the managing organization of Rosseti Centre and Volga Region conducts systematic activities to curb non-metered and non-contractual electricity consumption. Power engineers carry out large-scale raid work, revealing facts of illegal energy consumption and taking measures to compensate for the damage.

The fact of a major theft was revealed and suppressed on 23 January by employees of JSC Voronezh Gorelektroset (JSC VGES, in the autumn of 2019 it came under the control of Rosseti Centre). The violator turned out to be one of local developers, “Specialized Developer of the Legend Park” LLC, which is constructing a residential complex in the “Birch Grove” micro-district. As part of the routine inspection of power installations at facilities under construction at the regional centre conducted by specialists of JSC VGES, an unauthorized connection to high-voltage equipment of a 6 kV transformer substation was discovered at a construction site at Birch Grove St., 4a. The fact of non-contractual electricity consumption was recorded in the presence of a representative of the developer, and the illegal connection was eliminated.

However, several days later, the power engineers detected and stopped at the same construction site repeated attempts to unauthorizedly connect to the transformer substation and 6 kV power line of Voronezh Gorelektroset, as well as to the transformer substation of the municipal government enterprise. According to calculations, the total amount of damage caused to the energy company was 27.3 million rubles. A claim about voluntary payment of the amount of damage was sent to the address of “Specialized Developer of the Legend Park” LLC, in case of refusal, the power grid company reserves the right to recover it from the violator in the manner prescribed by the legislation of the Russian Federation. After the detection of the repeated violation, the management of JSC Voronezh Gorelektroset contacted the law enforcement authorities on the fact of causing property damage through fraud or breach of trust in order to identify and prosecute those responsible for the violation. A pre-investigation check is currently underway.

Earlier, the developer applied to the Voronezh branch of Rosseti Centre with an application for implementation of grid connection for power supply of a group of residential buildings located at Voronezh, Birch Grove St., 4a. Currently, regulatory procedures are underway for this application.

Rosseti Centre draws attention to the fact that the legislation of the Russian Federation provides for severe penalties for illegal consumption of electricity. In case of theft, the violator not only compensates for the damage caused to the power grid company, but is also held criminally or administratively liable with a fine. On 9 June 2019, amendments to the Code of Administrative Offenses of the Russian Federation entered into force, according to which fines for double unauthorized connection to electric grids and for repeated unauthorized (non-metered) energy consumption doubled. Now in such cases, violators - individuals will be required to pay from 15 to 30 thousand rubles, legal entities - from 200 to 300 thousand rubles. Officials can be removed from their activity for a period of two to three years, and a fine from 80 to 200 thousand rubles can also be imposed on them.
