Rosseti Centre and Rosseti Centre and Volga Region actively conduct rationalization activities

Rosseti Centre and Rosseti Centre and Volga Region actively conduct rationalization activities, which is a set of measures to identify and implement rationalization proposals with the aim of solving technical, organizational or managerial tasks in production activities.

The requirements and unified methodological approaches to the organization and implementation of rationalization activities in Rosseti Centre and Rosseti Centre and Volga Region are established by the Regulation on rationalization activities PS BP 11/03-02/2019.

On the internal portal of IDGC of Centre and Volga Region, a section devoted to rationalization activities is set up, which can be opened at https://portal/employee/innovation/Pages/RationalizationActivity.aspx.


This section contains a description of the criteria by which rationalization proposals can be recognized or rejected, links for downloading document templates necessary for authors to process applications, a flowchart of the procedure for passing rationalization proposals, and other useful information.

In total, from January to November 2019, employees of Rosseti Centre and Rosseti Centre and Volga Region submitted 31 applications for rationalization proposals. Of these, 14 proposals were assigned the status “Recognized” (with fixing the status by issuing a certificate for a rationalization proposal), 5 proposals are passing the examination stage, under 3 proposals a decision was made to finalize and organize a re-examination, the rest were rejected.

The largest number of submitted proposals was recorded in the areas of operation of distribution grids, improvement of the management system, information technology and communication systems.

Rationalization proposals that received the status “Recognized” during the initial review of the submitted materials, in accordance with the Regulation, are allowed up to the stage of experimental use, during which a practical assessment of the effectiveness stated by the author in the description of the proposal is carried out. In case of successful completion of the pilot application, the rationalization proposal is assigned the status “Implemented” and the author is issued a certificate of implementation with payment of remuneration.

Below there are some rationalization proposals that have been successfully implemented in the branches of Rosseti Centre and Rosseti Centre and Volga Region:

1) Universal switch for measuring the grounding resistance of poles of overhead lines of 35 kV and above (author – I.V. Shabanov, head of the diagnostics service of the branch “Orelenergo”)


2) TVERG Add-in for Microsoft Excel (author – R.I. Shamarin, leading specialist of the capital construction office of the branch “Tverenergo”)


3) Forced ventilation of the power supply unit ASK-1C (authors – Y.S. Kulev, head of the IT service at the production base “GES” of the branch “Vladimirenergo”, and S.A. Gusev, electrician of the automation sector of the IT service at the production base “GES” of the branch “Vladimirenergo”)


4) Manual bending machine for production of sheet metal enclosures (author – D.R. Trastenok, electrician for operation of distribution grids at the production base “UES” of the branch “Nizhnovenergo”)



In general, summing up the intermediate results of the rationalization activities of Rosseti Centre and Rosseti Centre and Volga Region in 2019, it should be noted that the overall changes regarding the submission of rationalization proposals remains, despite a slight decrease compared to 2018 (31 for the last 10 months 2019 against 43 in 2018).

In the process of consideration, a part of the submitted rationalization proposals was rejected. In 2019, compared with 2018, the share of rejected offers increased, and therefore, 14 rational proposals were recognized in 2019 compared to 39 in 2018.

In total for the period of 2018-2019, 74 rationalization proposals were submitted, 53 proposals were recognized.
