The company “Rosseti Centre” commissioned the first digital substation in Central Russia

5 August 2019

The opening ceremony of the 35/10 kV “Nikolskoye” substation was held in the Belgorod region. This is the first digital substation in the Central region of Russia. Governor of the Belgorod region Yevgeny Savchenko and General Director of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region Igor Makovskiy took part in the ceremony.

The “Nikolskoye” substation is one of the most modern energy facilities in Russia. Within the framework of the Digital Transformation Concept, the power centre was reconstructed using the international standards IEC 61850. Software systems on the microprocessor element base are integrated with devices of the automated dispatch control system. All data on equipment operation parameters, telemetry, telecontrol, and remote alarm systems are transmitted via digital data transmission channels to the Unified Grid Control Centre of the branch. Moreover, the dispatcher not only monitors the technological processes, but also provides remote control of switching devices and relay protection and automation equipment. The implementation of digital technology will significantly improve the quality of power supply to consumers.

Governor of the Belgorod region Yevgeny Savchenko in his speech thanked the power engineers of Rosseti Centre and personally Igor Makovskiy for choosing the Belgorod region as a pilot region for digital transformation. “The Belgorod region is actively developing, new enterprises are being built here, housing construction programs are being implemented. And it is very important that the energy sector strives to meet the growing needs of the region for new capacity, invest in a new, high-tech grid infrastructure. We thank Rosseti Centre for cooperation and hope that it will continue to develop in the same fruitful way,” the head of the region emphasized.

“The Belgorod region is a reference region, in many respects advanced, open to everything new and progressive. The scope and parameters of our cooperation within the framework of the Digital Transformation Concept are clearly set forth in the Cooperation Agreement, which, among other things, reflects the wishes of the regional leadership to assure the digitalization process of all substations for three years. We intend to make every effort for its full and timely implementation. To do this, we have all the necessary forces, resources and competencies,” said General Director of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region Igor Makovskiy.

By the end of 2019, the company will implement in the region a whole series of projects that had no analogues in Central Russia before. Among them is Belgorodenergo’s Unified Grid Control Centre, equipping all specialized and motor vehicles of power engineers with the GLONASS system, the Digital Distribution project based on Borisovsky Distribution Zone. In total, Rosseti Centre will invest more than 7 billion rubles in digitalization of the electric grid complex of the Belgorod region.
