11 July 2019

Rosseti Centre - the managing organization of Rosseti Centre and Volga Region summed up the implementation of measures to curb non-metered and non-contractual electricity consumption for 5 months of 2019.

In the course of large-scale raid work carried out in 20 subjects of the Russian Federation, the power engineers revealed more than 5 thousand facts of illegal consumption of electric energy. The total amount of theft was about 94 million kWh for more than 300 million rubles. The companies take action to recover damages. For violators who have not done it voluntarily, court decisions are taken on recovery. For the rest of the facts, the claim work continues. In addition, according to the facts of unauthorized consumption of electricity, detected by the security unit of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region, applicant materials were sent to law enforcement agencies.

“Since June 2019, responsibility for the theft of electricity has been tightened. This is a very correct and timely decision. The time has come for cardinal measures. As practice shows, the actions of unscrupulous consumers undermine the reliability of power supply to entire settlements, that is, they are socially dangerous. We, as a company responsible for the energy security of 20 regions of the country, intend to fight energy thieves consistently and uncompromisingly,” stressed General Director of Rosseti Centre - the managing organization of Rosseti Centre and Volga Region Igor Makovskiy.

Rosseti Centre - the managing organization of Rosseti Centre and Volga Region reminds that the legislation provides for severe punishment in relation to illegal consumption of electricity. In the event of theft detection, the violator not only compensates for the damage to the electric grid company, but also is brought to criminal or administrative liability with the payment of a fine. Since 9 June 2019, amendments to the Code of Administrative Offenses of the Russian Federation have entered into force in Russia, according to which the fines for a repeated unauthorized connection to electric grids and for a repeated unauthorized (non-metered) energy consumption increased twice. Now in such cases, violators-individuals will be required to pay from 15 to 30 thousand rubles, legal entities - from 200 to 300 thousand rubles. Officials may be suspended from activities for a period of two to three years, and may also impose a fine of 80 to 200 thousand rubles.
