When carrying out emergency recovery operations on equipment of dispatching and technological control (supervisory control system), an important indicator is the time during which the operator of the GCC/Distribution Zone has no observability of the electric power facility. To quickly restore the communication channel, employees of IDGC of Centre - Belgorodenergo division - Dmitry Antipov, a leading engineer, and Alexander Chichigin, an electrician for repair and maintenance of equipment and communication devices, suggested using a mobile equipment complex to set up digital communication channels.
The mobile complex is designed to restore digital channels in the event of failures and malfunctions in the operation of equipment and quick setup of temporary data transmission channels from energy facilities in order to restore their visibility and controllability to the Grid Control Centre. This complex consists of a compact 3G-router of industrial design, an external antenna, a switch, a power supply and an interface converter for connection to a digital data network. During the emergency recovery work, specialists on site set up a digital communication channel for data transmission to the GCC from remotely controlled devices. At the same time, the switch allows to connect up to six different devices (for example, IP-telephony equipment, automated commercial electric power metering system, HVAC, etc.) to the technological network of data transmission.
The equipment is connected to both digital and analog interfaces. For the organization of voice dispatch communication to the digital interface, an ip-phone is connected. All this reduces the time of absence of observability of the power facility in the GCC, and therefore, is aimed at improving the reliability of the dispatching control of power facilities in general. The developed device has already been used in carrying out emergency recovery operations at the supervisory control system of the eastern section of the Service for Operation of Dispatch and Technological Management and Information Technologies.
The proposal "Mobile complex of communication equipment of the supervisory control system" is included in the register of rationalization proposals of the Company under the number 2018-10-004 and recommended for use in all branches of the company, the authors of the offer were issued a certificate in accordance with the regulation on the innovation activity of IDGC of Centre.
