Director General of the company "Rosseti" Pavel Livinsky and Governor of the Tver region Igor Rudenya discussed the priority issues of the development of the electric grid complex of the region. The working meeting was held on 28 December during the visit of the head of Rosseti to Tver.
During the discussion, it was noted that the distinguishing feature of the power grid complex of the subject is the high length of grids, coupled with their low density and weak loading, primarily due to the lack of large industrial consumers. Wear of equipment (the main facilities were created in the 1960s and 1970s) and the abundance of closed feeding centres require substantial investments in renovation and maintenance of reliability of power supply.
In this regard, the head of the company "Rosseti" Pavel Livinsky made a proposal for implementation in 2018-2019 of the "Targeted program to improve the reliability and development of electricity supply to consumers in the Tver region". Its main task is to provide modernization of the most problematic sections of the grid and substation facilities. It is about allocating 5 billion rubles for repair and reconstruction of existing electric grid assets, as well as construction of new supply centres and power lines.
Following the meeting, Pavel Livinsky and Igor Rudenya signed a corresponding agreement, which provides for, among other things, the joint work of the Government of the Tver region and Rosseti in the sphere of tariff regulation and interaction with federal executive bodies of the Russian Federation within the program.
"The region has a serious recreational potential, which, in turn, gives a significant load on the tariff due to the abundance of applications for a preferential grid connection. The unconditional priority of our company is the customer care. But the work on modernization cannot be coped with without the efforts of the region. I am pleased to note that today we have a mutual understanding about the existing problems and there is a common vision of how to solve them in the shortest possible time. The program was formed not only taking into account the proposals of the leadership of the region, but also the heads of municipalities. The energy sector will start working in January 2018," Pavel Livinsky stressed during the working meeting.
The head of Rosseti also noted that the company will pay special attention to work to combat losses in grids.
"Ensuring the reliability of electricity supply, development and modernization of the power grid complex are key areas that give prospects for economic growth in the region. We expect that joint work will solve the problems that have accumulated in this area," Igor Rudenya said.
The agenda also included the issue of consolidating electric grid assets. On the territory of the Tver region, as of the end of 2017, there are 14 territorial grid organizations (2 TGOs appeared during the year), only four of them own facilities, the rest - on the right of lease.
"The abundance of TGOs, of course, affects the operation of the entire electric grid complex of the subject. After all, the majority of grid owners do not invest in improving the quality and reliability of the infrastructure, but act only for the sake of making profit," Pavel Livinsky noted. According to him, the integration of power grid facilities during the regulatory period leads to losses with IDGC of Centre - Tverenergo division as the "joint operator". In addition, it is the private TGOs that are the main generators of the debt to the regional retail companies.
The parties agreed to work out the possibility of approving a road map for the consolidation of municipal electric grid assets to minimize the number of private territorial grid organizations, create a single responsibility centre, improve the reliability and quality of energy supply to consumers.
