Damage from theft of electricity in the Tver region exceeded 60 million rubles

Employees of first responding mobile group of internal audit of IDGC of Centre - Tverenergo division together with the Ministry of Internal Affairs of Russia in the Tver region conducted a raid on curbing facts of non-metered electricity consumption in the village of Ignatovo of Kalininsky district. During the raid it was found that a local resident without an authorization and illegally connected to the electricity grid of the branch. Earlier, in respect of the violator, a measure of compulsory restriction of electric power supply for the theft of the resource was applied seven times already.

As a result of the raid, the precinct police commissioner made a report on the administrative violation under Article 7.19 of the Code of Administrative Offenses of the Russian Federation "Unauthorized Connection and Use of Electric, Thermal Energy, Oil and Gas". The power company, in its turn, carried out complete restriction of electricity supply to the consumer, and also referred to Rostechnadzor with an application to take measures against the offender under Article 9.22 of the Administrative Code of the Russian Federation "Violation of the procedure for the full and (or) partial limitation of the electricity consumption mode".

The year of 2017 was declared a year of struggle against losses in IDGC of Centre. The Tver branch created first responding mobile group of internal audit, which include security personnel and specialists in the electricity metering department. Together with representatives of the Ministry of Internal Affairs of Russia in the Tver region, the power engineers conduct raids to identify facts of energy theft among individuals and legal entities. Since early 2017, about 20 such inspections have been carried out. "For 9 months of 2017, they revealed 726 facts of non-metered consumption of electric energy for 62.5 million rubles, as well as 161 facts of non-contractual consumption of electric energy for more than 3 million rubles," said Sergey Ozerov, deputy head of the security department of IDGC of Centre - Tverenergo division. "Acts are compiled for all legally established facts of illegal energy consumption, which are subsequently transferred to law enforcement agencies to initiate criminal cases and collect penalties and fines."

The power engineers remind that punishment for electric power theft is inevitable. In case of detection of theft of electricity, the violator not only compensates the damage to the power grid company, but is also brought to administrative or criminal responsibility with payment of a fine. Unauthorized interference in the operation of the electrical network increases the probability of failure of household appliances, reduces the quality of electricity supply to consumers. In addition, an attempt of unauthorized connection to grids can lead to the death of the offender himself.
