IDGC of Centre - Orelenergo division on the eve of the autumn-winter period conducted a two-day emergency response drill for liquidation in winter of large-scale power outages caused by unfavourable weather conditions. The energy company worked out the information interaction with the regional department of the EMERCOM of Russia and joint actions with the territorial network organization servicing the regional and district centres of the region - JSC Oreloblenergo. The event was organized to increase the efficiency and effectiveness of emergency recovery work.
According to the exercise scenario, a sharp deterioration in the weather conditions, a wind increase of up to 27 metres per second, sticking of wet snow and the formation of ice crust on wires caused a power failure in more than 140 settlements in the Orel region, where a total of more than 13,000 people live. The greatest number of technological violations was recorded in Mtsensky, Pokrovsky and Zalegoschensky districts. In the "outage" area there were 54 socially significant facilities.
At the meeting of the Crisis Management Centre of Orelenergo a decision was made to introduce a special operating mode of the enterprise, involving emergency recovery operations around the clock, as well as to increase the number of personnel of Distribution Zones where the greatest number of power outages was observed by crews from other Distribution Zones of the branch. Crews and vehicles from neighbouring Distribution Zones were sent to help their colleagues. Also, forces and means of contractor and adjacent territorial grid organizations were involved in conducting the emergency recovery operations.
In the first place, socially important facilities were fed, for which mobile backup sources of power supply were used, which were quickly transferred to the places of conditional restoration work.
Thanks to coordinated actions of the power engineers and interaction with representatives of the territorial department of the EMERCOM of Russia, as well as with the united duty dispatcher services of municipal entities, the conditional emergency situation was eliminated as soon as possible. The power supply to consumers was completely restored at 3 pm on 2 November.
