IDGC of Centre summed up the results of measures to identify and suppress non-metered and non-contractual electricity consumption for 8 months of 2017.
In the course of large-scale raid work carried out by personnel of Distribution Zones and electricity metering departments of the company’s branches, including jointly with specialists of the security unit, 7,955 facts of illegal electricity consumption were identified in the service area of IDGC of Centre (11 subjects of the Central Federal District).
Particular attention during the raids was paid to work with consumers who had previously been caught in illegal energy consumption. Their inspection was preceded by thorough preparation and instruction of raid participants by specialists from security units. In the context of conducting operational search activities, in a number of cases, employees of the regional offices of the FSB and the Russian Ministry of Internal Affairs were involved in the raids.
The power engineers took measures to recover the damage caused. In January-August, 7 million rubles were collected from violators for non-contractual consumption through the pre-trial process. Judgments were made against citizens who did not voluntarily compensate for the damage. In addition, the applicant’s materials on the facts of unauthorized electricity consumption, identified by the security unit of IDGC of Centre, were sent to law enforcement agencies.
Work to curb energy consumption was carried out actively in all regions of the company’s activities, which helped identify a number of major violations.
Only in July-August, several incidents of major theft of electricity were stopped by employees of IDGC of Centre – Tambovenergo division. Thus, staff of Tambovsky Distribution Zone, together with the security service of the branch, during the inspection at OJSC "Yagodnoye" in the village of Belomestnaya Kriusha in Tambovsky district, found that the state verification marks and seals of the manufacturer had been violated on metering devices belonging to the enterprise. The damage caused by non-metered energy consumption amounted to 3.833 million rubles. And in the settlement of Maysky of Tambovsky district Tambovenergo’s experts revealed the fact of non-contractual energy consumption by the construction company LLC "Stroy NES-AB", the damage amounted to 1.478 million rubles. In both cases, applications were filed with the police to bring the perpetrators to justice, established by the current legislation, a check is being performed.
In the Tver region in August, specialists of the operating and mobile internal audit group of the branch "Tverenergo" when checking the energy consumption in Vyshnevolotsky district of the workshop of the organization involved in road maintenance revealed the unauthorized connection of a cable from which street lighting was supplied. The volume of fixed and recorded non-metered consumption amounted to 265.4 thousand kW/h, the amount of damage - 1.9 million rubles. In the same month in Smolensk, specialists of the mobile inspection group and Smolensk City Distribution Zone of the branch "Smolenskenergo" revealed a fact of non-metered consumption of electricity by LLC "Brick Plant" for the amount of 3.467 million rubles. As a result of negotiations of specialists of the branch with the participation of the security department with heads of the sales company and representatives of the enterprise, LLC "Brick Plant" paid off this debt on 17 August 2017.
Employees of the branch "Kostromaenergo" during the verification of compliance with the terms of the power supply contract for the consumer "North Directorate for Power Supply of Transenergo of OJSC "RZD" at the railway station in Sudislavsky district of the Kostroma region found a damaged seal on the terminal cover of the electricity meter. The power engineers compiled an act on non-metered energy consumption, which was accepted by the energy sales company LLC "Rusenergosbyt" to recover damages amounting to more than 550 thousand rubles.
Almost half a million rubles will have to be returned to the branch "Lipetskenergo" by LLC "En-Safe" from Dobrinsky district of the Lipetsk region, which stole 194.6 thousand kWh of electricity. If the debt is not repaid within the established period, it will be recovered in court, with the defendant refunding all court expenses.
The Belgorod branch of IDGC of Centre in September collected more than 900 thousand rubles from owners of a food processing plant in the village of Pushkarnoye in Belgorodsky district. A crew of Belgorodsky Distribution Zone during the routine inspection of power equipment found a cable with unauthorized connection to the current transformer and the meter directly to the bus of the input distribution system of the enterprise. The amount of damage was calculated based on the cable capacity and taking into account the fact that the enterprise specializing in storage and processing of vegetables and fruits, manufacture and storage of meat and meat-containing semi-finished products, is classified as energy-consuming.
Often among the offenders there are individual entrepreneurs. In July in Yaroslavl, specialists of the mobile inspection group of the branch "Yarenergo" identified a fact of non-metered consumption of electricity from the owner of a fast-food booth network, on whose energy-receiving equipment there was no metering device specified in the power supply contract. The amount of damage exceeded 314 thousand rubles. The specialists of the enterprise literally caught a similar energy thief in Yaroslavl in August: an individual entrepreneur, who violated the normal operation of electricity meters, as a result – caused damage of 549 thousand rubles. In the same month, Yarenergo’s specialists identified a fact of non-metered consumption of electricity with the garage-construction cooperative "Zvezda" in the regional centre. The seals on the instruments were damaged, the damage amounted to 1.1 million rubles. In all three cases, the volume of non-metered electricity consumption identified by the sales organization are included in the productive supply. The power engineers sent applications to law enforcement agencies.
In Kastorensky district of the Kursk region, the owner of LLC "Agrocomplex "Olymsky" to supply a new grain dryer built its own power transmission line and unauthorizedly connected to the transformer substation of the branch "Kurskenergo". The damage from illegal actions of the entrepreneur amounted to more than 100 thousand rubles. Employees of Kurskenergo drew up an act on non-contractual electricity consumption by the legal entity, an application was filed with the police to prosecute the management of the agro-complex under Art. 215.2 of the Criminal Code of the Russian Federation "Destroying life support facilities".
Representatives of the branch "Voronezhenergo" also referred to law enforcement agencies, who identified a fact of electricity theft in August by an individual entrepreneur in the village of Endovische in Semiluksky district of the Voronezh region. The amount of damage exceeded half a million rubles.
In the Belgorod region in July, the power engineers collected 350 thousand rubles from the store’s owner in the settlement of Oktyabrsky through the court, unauthorizedly connecting some power installations of the outlet to the grid. The fact of non-metered power consumption was identified during the check of the store: after the forced limitation of power supply, some electrical appliances and lighting in it continued to function, which clearly indicated their connection to the lead-in cable bypassing the meter.
About 685 thousand rubles of damage was caused to the branch "Orelenergo" by an individual entrepreneur from Orlovsky district of the Orel region - this was identified following a raid conducted by specialists of the power enterprise. Upon examination of the metering device that belonged to it, it was found out that the seal on the body had traces of damage, which made it possible to interfere with the operation of the counting mechanism and lower the readings. The unscrupulous consumer did not agree with the results of the check, the materials on this fact were sent to law enforcement agencies. The law enforcement agencies compiled and sent a report to the court. Another major embezzlement was stopped by Orel power engineers in the horticultural non-commercial partnership in Novosilsky district. In the case of the electricity meter of the horticultural partnership they discovered a foreign electronic insert affecting its operation. The damage amounted to more than three million rubles, the inspection materials were transferred to law enforcement agencies.
It should be noted that based on the results of the consideration of the power engineers’ applications, the law enforcement agencies instituted criminal proceedings on the grounds of the offense under paragraph "b" of part 2 of Article 165 of the Criminal Code of the Russian Federation ("causing property damage to the owner of property by the abuse of confidence in the absence of signs of embezzlement, which caused particularly large damage").
Thus, on 14 April 2017, the investigative department of the Municipal Formation of the Ministry of the Interior of Russia "Buisky" in the Kostroma region instituted criminal proceedings against an unidentified person who, from 07.09.2016 to 15.03.2017, using a device installed in the meter to disconnect the measuring current circuits of the measuring sensors, consumed non-metered-for electricity during the operation of the sawmill located in the village of Susanino along Lenin Street. As a result, IDGC of Centre suffered losses in an especially large amount of more than 1.8 million rubles. And on 4 May 2017, the investigative department of the RF Ministry of Internal Affairs in Kursky district of the Kursk region instituted criminal proceedings against unidentified persons who, using the magnetic effect on the metering device installed at LLC "Cheese Valley", consumed non-metered-for electricity, causing with their actions damage to IDGC of Centre in a large amount of more than 1.8 million rubles. Interaction with law enforcement bodies is being carried out.
It should be noted that the composition of the crime under paragraph "b" of part 2 of Article 165 of the Criminal Code of the Russian Federation, provides for punishment in the form of forced labour for a period of up to five years with a restriction of freedom for a period of up to two years or without it; or imprisonment for a term of up to five years, with a fine of up to eighty thousand rubles or in the amount of the wage or other income of the convicted person for a period of up to six months or without it and with a restriction of freedom for a term of up to two years or without it.
IDGC of Centre intends to consistently seek compensation for damages from unscrupulous consumers. It should be recalled that the company spends funds collected from energy thieves, including to finance the main production activities, ensuring reliable and uninterrupted power supply to consumers.
