In Moscow, an off-site joint production meeting of managers of IDGC of Centre and IDGC of Centre and Volga Region was held. During the meeting, the results of the activities in 2016 were summed up and the priority tasks for 2017 were determined. The meeting was chaired by Oleg Isaev, who heads both electric distribution companies. The meeting was attended by managers of the main functional areas and directors of 20 regional branches.
The main issues of the meeting were the discussion of the need to form a production program that includes both traditional repairs and various target programs (clearing ROWs of power lines, expanding ROWs, automation and remote control, metering systems). The purpose of the production program is, first of all, the preparation of the electric grid complex for the operation through the autumn-winter maximum load of 2017-2018, the reduction of failures in electric grids, and the increase in the efficiency of electric energy transmission by reducing its losses. During the discussion, it was noted that in recent years a significant improvement in the quality of electricity supply to consumers has been achieved, and the number of interruptions in electricity supply to consumers has been significantly reduced. But the priority of the task to reduce the time of restoration of electricity supply to consumers remains. It is necessary to solve it despite the shortage of tariff sources of financing and the financial burden, which is not decreasing yet, in the form of execution of contracts for preferential grid connections. To implement this task, a comprehensive automation program for a 6-10 kV distribution grid will be developed that will improve the observability and manageability of the grid. The program will be implemented in all twenty branches of the two companies.
The meeting considered proposals for improving the work performed by own forces, including additional works and services, providing value-added services by the branches to each other, not only in emergency repairs, but also in production programs. Among such services there is shop repair of transformers, verification of measuring instruments, equipment diagnostics, traverse production, industrial training. These proposals are aimed at improving the efficiency of current operating activities and implementing the investment program in the branches with limited funding.
Particular attention was paid to reducing the level of occupational injuries of personnel. Oleg Isaev recalled that the protection of labour, the preservation of the health and life of personnel are priority tasks for IDGC of Centre and IDGC of Centre and Volga Region. The main efforts in this area should be aimed at preventing injuries of own personnel. Oleg Isaev pointed out the need to tighten the personal responsibility of branch managers in case of unsatisfactory work in terms of industrial safety, industrial control and labour protection.
The participants of the meeting also discussed the issue of increasing the efficiency of implementation of measures aimed at reducing electricity losses. Oleg Isaev reminded the meeting’s participants that 2017 was declared by PJSC Rosseti as the year of combatting losses, and demanded from the heads of the branches to make every effort to reduce both commercial and technological losses of electricity. The main measures to reduce losses will be aimed at identifying cases of theft of electric power. The specialists of the companies will continue to seek compensation for the damage caused by electricity thieves. All documents and materials on facts of unauthorized electricity consumption will be immediately sent to law enforcement agencies. In addition, the meeting unanimously decided to toughen the responsibility for the improper performance of their direct job duties by employees of Distribution Zones, whose responsibility is to implement measures to reduce losses in their regions.
In the final part of the meeting, positive changes of the key financial and economic indicators of IDGC of Centre and IDGC of Centre and Volga Region on the results of activity for 2016 were noted. And also clear and coordinated work of all divisions and their branches, aimed at fulfilling the obligations of the companies for grid connection and implementation of plans for the development of the electric grid complex of the subjects of the Russian Federation.
