Specialists of the office of corporate and technological automated control systems of IDGC of Centre – Kurskenergo division participated in a joint emergency exercise of duty personnel of the Grid Control Centre (GCC) of "Kurskenergo", the Unified Situation Centre (USC) of IDGC of Centre and a branch of JSC "SO UES" - Kursk Transmission Control Centre". The event was organized with the aim of improving the interaction of specialists of IT services to eliminate malfunction telemetry data reception/transmission channels.
According to the exercise scenario, the failure of the "MTC-30" software package led to the invalidation of received remote measurements on the main and backup channels of remote control of the dispatch centre of the Kursk Transmission Control Centre – the 110 kV substation "Glushkovo".
After receiving information from the duty engineer of the USC of IDGC of Centre on malfunction in telemetry of a major supply centre of Kurskenergo, a specialist of the IT office issued an emergency request, and immediately began troubleshooting the incident. The USC monitoring system revealed a violation of the "MTC-30" software package in the 110 kV substation "Glushkovo". Specialists of the IT office decided to remotely reboot the software and to inform the duty engineer of the USC. Information of the specialists of the IT office of Kurskenergo on the restoration of obtaining reliable telemetry data through the remote control channels with the 110 kV substation "Glushkovo" was confirmed by the duty operator of the department of operation of automated control systems of the Kursk Transmission Control Centre. After this incident the emergency request was closed.
"Joint training in information technology allows the staff to acquire skills of immediate decision-making to restore normal operation of communication equipment and remote control systems in grid facilities for a limited time, as well as to optimize the terms of liquidation of emergency situations," explained the head of the office of corporate and technological automated control systems of Kurskenergo Nikolay Golitsyn.
