IDGC of Centre is ready for winter

IDGC of Centre, PJSC has received the Certificate of Readiness for operation through autumn-winter peak loads of 2016/2017. The document, certifying the successful completion of the preparation for the heating season, was handed to General Director of the company Oleg Isaev by Chairperson of the Commission of the Ministry of Energy of Russia, Deputy Director of Department of Operational Control and Management in the Electric Power Industry of the Ministry of Energy of the Russian Federation Elena Medvedeva.

The Commission of the Ministry of Energy, which also included representatives of Rostekhnadzor, the Russian EMERCOM, the System Operator, Rosseti, assessed the results of the preparation of IDGC of Centre for the autumn-winter operation period. Its final meeting, at which the decision on the awarding of the certificate of readiness to the company was taken, was preceded by the completing stages of checking: random inspection of production units of IDGC of Centre – Voronezhenergo division and the conducted by power engineers in the Lipetsk region, together with the regional office of EMERCOM of Russia, emergency response exercises in the aftermath of massive outages of power grid facilities. During it the company’s staff once again demonstrated the high level of professionalism, concerted actions, the ability to respond quickly to emergencies and eliminate their consequences.

General results of the check conducted by the Commission of the Ministry of Energy showed a high degree of availability of power grid facilities and the company’s personnel to operate through the autumn-winter period.

IDGC of Centre in full and in strict accordance with the deadlines performed all planned activities on preparation for work during the period of cold weather. Implementation of the schedule of one of the key preparatory activities, the repair program, is 100%. Specialists of the company repaired about 15.84 thousand kilometres of 0.4-110 kV power lines, 183 substations of 35-110 kV and 4,580 transformer substations of 10/0.4 kV. They cleared 9.89 thousand hectares of ROWs of overhead power lines from trees and shrubs.

Motor and specialized vehicles are available to work in cold conditions. Emergency supply of equipment is stocked at 100%. Training of personnel was held and emergency response exercises were conducted, specific to low temperatures. Currently, 1,657 crews of 8,378 highly qualified specialists and 3,200 vehicles are available for elimination of failures and emergency situations. Among highly qualified employees, who have received additional training, a special first responding and restoration mobile reserve of IDGC of Centre has been created - 90 crews of increased mobility consisting of 530 people and 166 vehicles, intended for operational transfer of additional forces among the company’s branches and participation in first responding and restoration work in territories of other subsidiaries and affiliates of PJSC "Rosseti".

Check of readiness for work of protection and automation circuits was completed. All the company’s branches entered into agreements on cooperation in the prevention and elimination of consequences of failures with local administrations and departments of EMERCOM of Russia, aviation enterprises, regional grid companies and contractors.

The high degree of readiness of personnel and power grid infrastructure facilities of IDGC of Centre, the timely and full implementation of all preparatory activities are the key to reliable electricity supply in regions of the company’s service area (11 subjects of the Central Federal District) during the autumn-winter peak loads, provide quick response and elimination of consequences of possible emergency situations.
