IDGC of Centre took summed up the implementation of activities in the first half of the year to curb non-metered and non-contractual electricity consumption.
During a large-scale raid operation conducted by staff of Distribution Zones and electricity metering offices of the company’s branches, including in conjunction with specialists from the security unit, in the service area of IDGC of Centre (11 subjects of the Central Federal District) revealed 6,234 facts of illegal consumption of electric energy. The total amount of identified non-metered and non-contractual consumption amounted to 90.5 million kWh, the amount of damage is about 248.6 million rubles.
Particular attention was given to work with trouble making consumers. Their check was preceded by thorough preparation and coaching participants of raids by specialists of the security units.
The power engineers took measures to compensate for the damage. Already in the first half of the year IDGC of Centre reimbursed 183.6 million rubles under 5,507 acts of non-contractual and non-metered consumption. In other cases the debt will be forced to be recovered, in the courts, with the laying of all court costs on perpetrators. Currently, the company’s specialists are doing claim-related work on all the facts of non-contractual power consumption.
Petitions on the facts of unauthorized electric energy consumption, revealed by the security unit of IDGC of Centre, were also sent to the police. According to review of statements criminal proceedings on grounds of crimes under Art. 165 of the Criminal Code of the Russian Federation (causing damage to property by deception or abuse of trust) were initiated.
So, 20 January 2016 a criminal case was initiated under Part 2 of Art. 165 of the Criminal Code of the Russian Federation in connection with unauthorized connection to electric grids in June 2015 in Yaroslavl by LLC "Construction Company "Megastroy". The investigation is currently in progress. At the same time, according to the decision of 21.03.2016 of the arbitration court of the Yaroslavl region damages were recovered in full from the consumer in favour of IDGC of Centre.
9 and 10 February 2016 criminal cases were initiated under para. "b" of Part 2 of Art. 165 of the Criminal Code of the Russian Federation against managers of LLC "Torzhokskaya Energy Sale Company" on the fact of causing damage to property (evasion from payment for IDGC of Centre’s services) on a very large scale. At present, the accused are getting acquainted with the criminal case materials, after which the case will be forwarded to the court.
