IDGC of Centre presented at the VII Annual Conference "Electric power Industry of Russia. Strategy and development priorities" proposals for improving the liability of members of the retail energy market

12 November in Moscow VII Annual Conference "RUSSIA ELECTRIC POWER INDUSTRY. Strategy and development priorities" began its work, organized by NP "Council of Power Generators". The conference is attended by heads of generation, grid, power sales, engineering companies, energy users, IT-companies, banks, legal, leasing and insurance companies. The two-day program of events has planned sessions on prospects of development of the Russian electric power industry, payment discipline in the energy sector, replacement of forced generation, efficient realization of the potential fleet of power equipment and topical issues on heat supply.

IDGC of Centre at the conference is represented by Head of the Department of sale of services Andrey Bugorskiy. He is among speakers of the first day of the forum, presenting a report on "Non-payment at the retail electricity market. Increasing the responsibility of all participants". The report analyzes the situation with receivables to pay for services for the transmission of electricity and the factors affecting its growth. In particular, it is noted that most of the overdue debt is accounted for suppliers of last resort and sales companies of the retail market. Among the reasons there is lack of responsibility for non-payment to grid companies, gaps in the legislation of the Russian Federation, which allow them to bring excessive profits to offshore, imbalance of responsibility for violation of the payment discipline in favour of the wholesale electric energy and power market, lack of material and financial support of outstanding obligations of companies.

To solve the problem IDGC of Centre offers a range of regulatory measures aimed at increasing responsibility of both suppliers of last resort (energy supply companies) and consumers. This, for example, deprivation of power supply companies of the status of a supplier of last resort for non-payment to grid companies; increased liability for failure to fulfill the obligations of payment for electric energy transmission services similar to the current liability at the wholesale electricity market (3/225 of the refinancing rate of the Central Bank of the Russian Federation); introduction of 100% prepayment for electricity and its transmission services for energy sales companies of the retail market and the right of both a grid company and supplier of last resort to the unilateral termination of a contract for non-performance of payment obligations; introduction of the responsibility of consumers for choice of a supply company (except for a supplier of last resort).

The company’s proposals aroused interest among the conference participants. Their discussion will be continued at other events devoted to the industry problems.
