On the night of 2 December 3, 2013 a sharp deterioration in weather conditions associated with a powerful cyclone passing through the territory of the Bryansk region with wet snow and strong gusty winds, up to 18 meters per second, led to power outages in the settlements of Starodubsky and Karachevsky districts. The interrupted area includes 17 localities, where more than two thousand people reside.

IDGC of Centre — Bryanskenergo division has set up the high alert operation mode. Repair crews quickly began eliminating technological disturbances. There are no socially significant facilities with interrupted power supply. If necessary, the restoration work will involve additional crews from Distribution Zones of IDGC of Centre — Bryanskenergo division from districts not affected by the disaster.

Operating personnel are performing the reconstruction work in collaboration with territorial bodies of EMERCOM and local governments. Power supply is planned to be restored by the end of the first half of the working day on December 3, 2013.
