The branch “Rosseti Centre Smolenskenergo” summed up the work of the inspection control group of the security department in 2019. During this period, the inspection control group’s experts conducted 132 raids, revealing 67 facts of illegal electricity consumption in the amount of 30.13 million rubles. Based on the results of the inspections, applications were submitted to law enforcement agencies, 167 administrative cases under Art. 7.19 of the Administrative Code of the Russian Federation were initiated. According to the results of their consideration, 49 dishonest consumers were brought to administrative responsibility by the justice court in the form of a fine.
So, in the course of the group’s inspections in July-August 2019 of the energy supply system for a construction site of the road service facility in the Kardymovsky district and a shopping centre in Smolensk, they revealed damage to seals, side stickers of the manufacturer, as well as a number of other signs that indirectly show interference with the operation of metering devices. The amount of damage was 147.24 and 111.05 thousand rubles, respectively. In order to establish the facts of non-metered electricity consumption, in agreement with the consumer, it was decided to conduct an examination of metering devices at the manufacturer’s facility. Based on the results of the examinations, acts of technical check were obtained confirming interference with the electronic data module of the meters.
Similar cases were revealed on 15 August at a grocery store and cafe in the city of Vyazma. The amount of damage was 33.60 and 16.16 thousand rubles, respectively. Examinations also confirmed interference with the operation of electricity meters.
On 17 October, in the city of Yartsevo, the inspection control group revealed and documented facts of unauthorized dismantling of commercial metering devices without notifying the grid company at a trade kiosk and shopping centre, which was qualified as non-metered electricity consumption. The amount of damage was 20.79 and 220.34 thousand rubles, respectively. In all the cases described, based on the results of the checks, acts of non-metered consumption were drawn up, statements were filed with the police, and the branch was compensated for the damage.
The power engineers remind that both the grid company and consumers suffer from the criminal actions of power thieves, because as a result of theft of energy resources, voltage drops occur in the grid, household appliances of neighbours fail, and the likelihood of power outages and fires increases. It should also be noted that for the theft of electricity the legislation of the Russian Federation provides for both administrative and criminal liability.
