The branch “Rosseti Centre Smolenskenergo” continues to work with debtors with significant receivables for electricity consumed. For 9 months of 2019, Smolenskenergo, at the request of the branch “SmolenskAtomEnergoSbyt” of JSC AtomEnergoSbyt, introduced a restriction of electric energy to 1,558 debtors. Among them, 345 legal entities - utilities, public sector organizations, production of various forms of ownership and others, and 1,213 household consumers. The introduction of restrictions is provided for by the legislation of the Russian Federation. The branch introduces restrictions on the power supply of legal entities through switching at electric grid facilities of the grid organization. In addition to paying debt to restore energy supply, non-payers are obliged to compensate for costs of disconnecting and reconnecting their power plants to electric grids of Rosseti Centre. The compensation costs for services to introduce restrictions and restore the mode of consumption of electricity supply to consumers for the specified period amounted to 976.71 thousand rubles. At the same time, Smolenskenergo’s experts strictly monitor compliance with the electricity restriction mode and remind that unauthorized connection to electric grids is unacceptable and threatens the consumer with a high cost for non-contractual electricity consumption, as well as administrative and even criminal liability.
Also, over the past 9 months, Smolenskenergo initiated 21 restrictions on electric energy to legal entities in arrears to the branch for electric energy transmission services. This measure encourages the consumer to fulfill payment obligations in accordance with the contract. According to 3 notifications by consumers, a restriction to a predetermined level was independently carried out under the control of representatives of the branch. The remaining notifications on the introduction of restrictions on the mode of consumption of electric energy were cancelled due to the repayment of debts by consumers before the planned date for the introduction of the restrictions.
The branch “Rosseti Centre Smolenskenergo” conducts systematic work with debtors. The power engineers remind that in order to avoid accumulation of debts and the use of increasing ratios for calculating the consumed electricity, it is important to provide meter readings in time and not allow interferences in the operation of metering devices, leading to distortion of data on electricity consumption. It should be noted that timely payment of electricity transmission services is extremely important to ensure the stable operation of the electric grid complex: preparing equipment for special periods and timely purchasing materials for the repair campaign.
