08.11.2019

Governor of the Kostroma Region Sergey Sitnikov held a meeting of the commission for prevention and liquidation of emergency situations in the Soligalichsky district, where as a result of the autumn flood, flooding of the territory and residential buildings took place. The head of the region listened to reports of all operational services on the progress and results of measures taken by them to eliminate the consequences of emergencies in the municipality.

Dmitry Prokhorov, Deputy General Director - Director of the branch “Rosseti Centre Kostromaenergo”, took part in the meeting. The director of the branch, who personally monitored the situation on the spot to ensure reliable energy supply to consumers in the Soligalichsky district, reported on the work of the branch in eliminating the consequences of the flood.

Please, be reminded that due to heavy rainfall in a number of municipalities in the north-west of the Kostroma region there is a rise in water in the rivers. The most difficult situation has developed in the Soligalichsky district. The actual water level in the Kostroma River yesterday was 6.70 m with a standard of 1.50 m. As a result of the flood, 68 household plots were flooded in the city, as well as five residential buildings.

On 7 November, in connection with an emergency, a high-alert mode was introduced at the Kostromaenergo branch. 6 transformer substations of the district, including the package transformer substation “Sanatorium named after Borodin”, 53 poles were in the flooding area. For autonomous power supply of the buildings, the boiler room and the catering unit of the sanatorium, the Kostromaenergo branch provided power from two generators with a capacity of 100 kW and 30 kW. It also tested and prepared backup power supply circuits for the transformer substations. In addition, boats on the balance of the Soligalichsky Distribution Zone and third-party owners, with whom agreements are made, have been alerted. Timely measures taken by Kostromaenergo’s specialists allowed minimizing the consequences of the flood. There are currently no blackouts in the district.

In general, the situation in the region is stabilizing, and a decrease in water level is observed. In this regard, the departmental package transformer substation “Sanatorium named after Borodin” has been switched to a normal power supply circuit, but the backup power sources are on standby.

“Kostromaenergo’s specialists keep the situation under control. The Grid Control Centre of the branch, together with the General Directorate of the Ministry of Emergencies in the Kostroma region, constantly monitor the water level at gauging stations in districts of the region. In neighbouring with the Soligalichsky district Distribution Zones, forces and means are put on a two-hour standby to assist in restoring energy supply to consumers. All these measures will help avoid difficult and unforeseen situations,” stressed Dmitry Prokhorov, Deputy General Director - Director of the branch “Rosseti Centre Kostromaenergo”.
