The branch “Rosseti Centre Voronezhenergo” implements a set of measures aimed at enhancing the antiterrorist security of energy facilities. Particular attention is paid to improving practical skills of senior staff and personnel of Distribution Zones in dealing with a terrorist threat.
On 11 October, an interdepartmental anti-terrorism facility training took place at the repair and production base of Liskinsky Distribution Zone. In addition to power engineers, employees of local units of the Ministry of Internal Affairs of Russia, the EMERCOM of Russia, as well as doctors of the district hospital were also involved in its holding.
According to the training scenario, an anonymous call was received on the telephone of the dispatcher of the Distribution Zone with a message about an explosive device planted in the building. The power engineers immediately called for special units of the Ministry of Internal Affairs of Russia, the EMERCOM of Russia, doctors of the Central District Hospital and promptly evacuated employees working in the building to a safe distance.
The officers of the Ministry of Internal Affairs of Russia, who arrived at the venue of the exercises, cordoned off the territory of the production base of the Distribution Zone, discovered and isolated the place where the fake explosive device was laid.
In the course of the training, new conditions to occur were received, which made it possible to fully assess the level of the training of its participants. So, according to the scenario, during the evacuation one of Voronezhenergo’s employees was injured. His colleagues gave him the first aid. The doctors present at the training noted the literacy and promptness of the staff.
According to another condition to occur, a transformer ignited at a substation. Having discovered the place of the fire and assessing its scale, the power engineers called a crew of the district fire department to the scene. By the joint efforts of Voronezhenergo’s operating personnel and firefighters, the conventional ignition was eliminated in a short time.
“At such trainings, the knowledge of personnel gained during the briefings and classes, which are regularly held by specialists of the security unit of Voronezhenergo, is consolidated. A procedure is also worked out for quick interaction of power engineers with local authorities to exchange information and respond to reports of terrorist attacks,” stressed Sergey Surkov, Deputy Director for Security of the branch “Rosseti Centre Voronezhenergo”.
According to the organizers of the training, the objectives of the event were achieved - all its participants demonstrated competent, efficient and well-coordinated work in strict accordance with all existing departmental orders and instructions.
